In response to the recent hostilities that have unfortunately erupted in this fashion, I have a few words to say. I'm sorry I did not have time to make this more concise.
Libertarian Socialist Federation [LSF]
I do not believe we ourselves have a quarrel. I do not believe there exists a direct personal sense of animosity between our alliances. But you quarrel with our brothers in the International, and unfortunately, we do not look fondly upon that.
However, out of respect for our common allies in Shangri-La, at this time, the Global Alliance and Treaty Organization declines to recognize a state of war with the Libertarian Socialist Federation.
Random Insanity Alliance [RIA]
In spite of past conflicts between ourselves, our allies and our blocs, the Random Insanity Alliance I know has shown a willingness to communication, for mutual respect, and to seek diplomacy over conflict.
Out of respect for the Random Insanity Alliance and our common allies in Shangri-La, at this time, the Global Alliance and Treaty Organization refuses to recognize a state of war with the Random Insanity Alliance.
Multicolored Cross-X Alliance [MCXA]
While we have not been particularly close, the Multicolored Cross-X Alliance have demonstrated courtesy in our friendly interactions.
Out of respect for our cordial relationship and our common allies in The Imperial order, the Global Alliance and Treaty Organization refuses to recognize a state of war with the Multicolored Cross-X Alliance.
R&R
In the Dave War, the Global Alliance and Treaty Organization had the privilege of engaging R&R on the battlefield, under unfortunate and unnecessary circumstances. As these fields of battle are populated once again, we find ourselves drawn by the sound of the drums of war. However, we have no great desire or will to fight such an honorable opponent yet again, for yet again, no great gain, and only loss.
Out of respect for our friendship with R&R and for our common allies in The Imperial Order, at this time, the Global Alliance and Treaty Organization refuses to recognize a state of war with R&R.
Mostly Harmless Alliance [MHA]
Twice we have danced, and twice we slipped away into the night. Yet the fates seem intent that we meet again. We value our opponents by the content of their character, and as an alliance that has weathered the hardest of storms to stand here today as the oldest in this world, we especially understand and recognize the will and resilience to endure over and over again.
Out of respect for the Mostly Harmless Alliance, our friendship, and our history of war, at this time, the Global Alliance and Treaty Organization refuses to recognize a state of war with the Mostly Harmless Alliance.
Farkistan [FARK]
Your allies speak highly of you, and while our Embassies lie dormant and dusty now, I recall with fondness a time when we would speak freely to argue, to debate, and perhaps even to concur.
The Global Alliance and Treaty Organization, at this time, declines to recognize a state of war with Farkistan.
The Legion
We brushed hands as we strolled by, and I am sorry we didn't get to know each other better. While we did not talk much, I feel, as I hope you feel as well, that we carried ourselves with professionalism both in war and in seeking peace.

Avalanche
I cannot say I know much about you at all. All I know is that you have not acted to wrong us in the past.

The Templar Knights [TTK]
We have fought. We left with no hatred or grudge. Your representatives have been pleasant and diligent, they have demonstrated concern, they have sought truth and peace, and in times of trouble, you have worked quickly for resolution over conflict. We sincerely thank you for that.
At this time, the Global Alliance and Treaty Organization refuses to recognize a state of war with The Templar Knights.
Ragnarok [RoK]
Our interactions have been nothing but cordial with Ragnarok. Nothing especially or notably positive. But more importantly, absolutely nothing negative.
At this time, the Global Alliance and Treaty Organization declines to recognize a state of war with Ragnarok.
New Polar Order [NpO]
In the Bi-Polar War, our common allies in the Imperial Assault Alliance defended you. While we may have differed in opinion and clashed on ideas with you, we understood that they held you in high regard and we valued them for that loyalty and integrity. So when they rode to war, so did we.
Out of respect for the memory of the Imperial Assault Alliance, at this time, the Global Alliance and Treaty Organization declines to recognize a state of war with the New Polar Order.
Coalition of Royal Allied Powers [CRAP]
While your allies speak highly of you, I am sorry to say, that we have not had any substantial interactions with you, good or bad. For that reason, we have no great reason to want a war with you.
The Global Alliance and Treaty Organization, at this time, declines to acknowledge a state of war with the Coalition of Royal Allied Powers.
Nuclear Proliferation League [NPL]
At the Nuclear Proliferation League, we have experienced nothing but open dialogue, mutual respect and earnest consideration.
At this time, the Global Alliance and Treaty Organization declines to acknowledge a state of war with the Nuclear Proliferation League.
North Atlantic Defense Coalition [NADC]
You were quick to assume responsibility, come forward to diffuse the situation, and prevent escalation. We share a common desire to not see war over the pettiest of things.
The Global Alliance and Treaty Organization, at this time, declines to recognize a state of war with the North Atlantic Defense Coalition.
Sparta
If I have ever seen conflict, the flames of hatred and discontent, I saw it in your eyes. While I hope that fire has calmed, I will not demand nor expect it. However we have no great desire for a needless war built upon reactions based more in emotion than in reason.
At this time, the Global Alliance and Treaty Organization declines to acknowledge a state of war with Sparta.
