There's a new Sheriff in town!!

Weary citizens of Planet Bob can breathe a sigh of relief - the LAW has arrived!

In an attempt to...

- honour the best of what was the Dominion of Righteous Nations (DRN)
- provide a safe place for nations to learn, to grow, to serve, and to share respectful comraderie over coffee and doughnuts
- establish a simple and democratic system of AA governance

We, the undersigned, declare the existence of the Legal Agents of the
World, hereafter referred to as "the LAW". Our acronym will be simply
"LAW".

Feel free to come by THE STATION or our IRC channel #thelaw and get to know us. If you
choose to join our forces as an officer or an ally, we have your backs!
We endeavour to bring back order to the chaos of our planet, one step
at a time.

Charter of “The LAW”

Article I - Government

Section 1 - Government structure:

The government shall consist of two levels. The top level shall be called
Sheriffs, and the second level shall be called Deputies.

Sheriffs will administer the alliance’s forums, IRC channels, and in-game
alliance features. Sheriffs may advise Deputies, but have no authority
over day to day operations of the AA. Sheriffs provide for stabilty of
the alliance infrastructure.

Deputies shall run the day to day operations of the alliance, and are elected by the membership. There
shall be 4 deputies overseeing the following four areas: Defense,
Foreign Affairs, Education and Finance.

Section 2 – Sheriffs:

There shall be three Sheriffs. Sheriffs may be removed individually by
resignation, by the unanimous consent of the other two Sheriffs, or by
being inactive for 7 days without prior notice. An individual Sheriff
may also be removed by a majority vote of the members, if a vote is
called upon by a 3/4 majority of the Deputies. Upon removal, he/she will
be demasked and replaced by the other Sheriffs through any mechanism
they choose.

Sheriffs shall have the only admin control panel
access on forums and shall share ownership of all AA IRC channels with
the other Sheriffs. Any one of the Sheriffs may approve treaties
proposed by the Deputy of Foreign Affairs, control elections, or perform
masking as directed by the Deputies. A 2/3 majority of the Sheriffs
must agree upon any disciplinary action against members (including
expulsion), or making declarations of war. Sheriffs may not hold any
other government position.

Section 3 – Deputies:

In addition to overseeing his/her area, deputies may exercise authority in another deputy’s area in an emergency.

Deputies shall serve 4 month terms, and one deputy will be elected each month on
a rotating basis. Any member can run for a deputy position. The person
with the most votes wins. In the case of a tie, a runoff shall be held
between the nominees with the highest vote counts. If a second tie
occurs, the Sheriffs shall decide the winner by a 2/3 majority. Deputies
may appoint sergeants at will, and may define the duties and
responsibilities of the sergeants they appoint. Their elections shall
run in the following order: Defense, Foreign Affairs, Education and
Finance.

At the startup of The LAW, the first 4 Deputies shall be
chosen by the Sheriffs. An election schedule will then be set for the
first day of the month, but not within the first 30 days of the AA’s
founding, beginning with elections for the Deputy of Defence. There will
be 3 days of nominations and campaigns followed by 3 days of elections.
The new Deputy shall be sworn in on the 7th day.

Deputies may be removed by resignation, or by being inactive for 7 days without prior
notice. They may also be removed by a majority vote of the members, if a
vote is called upon by a 2/3 majority of the Sheriffs, or by the
unanimous consent of the Sheriffs and the other 3 Deputies. Upon
removal, the Sheriffs will call for the election of a new Deputy, who
shall complete the term of the departing Deputy.

Article 2 - Membership:

Members shall be known as Law Enforcement Officers, or simply Officers. An
Officer must be sworn in by the Deputy of Education (DoE).

The Deputy of Education shall oversee recruitment and new member masking. To
become a member of The LAW, a nation must not be at war, must not be on
any ZI list, must not have a history of roguing or ghosting, and must
meet any other requirements set by the DoE. Once the DoE has approved a
member, the DoE shall send a masking request to the Sheriffs. The DoE
shall set the membership requirements not specified here.

Article 3 - Conduct

All members shall conduct themselves with honor and dignity, especially in
foreign relations. Members shall be diligent in fulfilling the
obligations of all tech deals. They shall refrain from declaring war on
another nation for any reason, or from the use of nuclear weapons even
when at war, without the permission of the Deputy of Defence, or his
designated sergeant(s), and it shall be the Deputy's choice as to which
sergeant or sergeants he delegates this power to . Members shall not
give access to or share details from private member’s areas of the AA’s
forums or IRC channel. The Sheriffs will be the arbiters when a member
is accused of violating this article, and will decide on an appropriate
punishment.

Article 4: Amendments

This charter is subject to amendments. If at any time does a nation of the alliance feels the
charter must be amended, it may propose the amendment on the AA forums.
If a 2/3 majority of the Sheriffs or a 3/4 majority of the Deputies are
in agreement, they shall bring the amendment to the membership for a
vote. A majority vote by the membership is required for the amendment to
be ratified. Amendments may also be ratified by a unanimous agreement
of the Sheriffs and the support of at least 30% of the members.

Notice of Protection

Preamble: In the bond of friendship, as well as the interest of protection and guidance into planet Bob, the alliances of House Baratheon and the LAW enter into this agreement of protection.

Article I - Sovereignty: House Baratheon and the LAW recognize each other as sovereign and separate alliances, each entitled to handle their own affairs accordingly.

Article II - Respect: The alliances shall strive to hold each other in the utmost respect and good faith. If an altercation arises between the alliances, they agree to exhaust the proper diplomatic channels and shall resolve disputes as quickly as possible.

Article III - Protection and Defense: House Baratheon shall consider an attack on the LAW as an attack on themselves.  The LAW may come to the defense of House Baratheon in the event of a war if such aid is requested; however such aid is completely optional.

Article IV – Aid and Intelligence: House Baratheon agrees to aid the nations of the LAW to help them grow, including the trade of technology.  Both parties agree to inform the other of any changes or information that might affect the other alliance.

Article V - Aggression: The LAW is only allowed to start a war with the permission of House Baratheon.

Article VI - Foreign Affairs: The LAW must receive permission from House Baratheon before signing any treaties, and is limited to level ODoAP and under.

Article VII - Disbandment: The LAW is required to notify House Baratheon 72 hours before potential disbandment, during which time House Baratheon agrees to protect the alliance and its nations.  In the case of disbandment, a merger will only be allowed with the permission of House Baratheon.

Article VIII - Cancellation:  If either of the alliances sees fit to cancel this treaty, it may do so at any time by written notification, but the clauses will remain in effect for a 72 hour grace period.

The three founders of this alliance create a charter that provides them no say in how the alliance runs?

 

Makes no sense. :|

 

The Sheriffs own the AA assets. What more power do we need? We run elections, control forums and irc, and own the AA in-game.  Do you honestly think folks won't listen if we have a reason to intervene?  We want the members to be free to have fun without worrying about the back office stuff. We (the sheriffs) also hold treaty control. The charter allows members to run DAY-TO-DAY stuff, not overall strategy and planning.

 

I hope this answers your question. The Sheriffs are mentors, not dictators.
