PREAMBLE-
The Federation of Celtic Nations hereby establishes itself as a community
of nations in the Orange Sphere dedicated to the principles of unity,
integrity, prosperity, honesty, and excellence. Each of us will strive
to uphold these principles in our daily conduct and our interactions
with the rest of Digiterra.

Article I: Alliance Membership
The Federation of Celtic Nations has an open membership policy for anyone
who wishes to join our alliance. However, all applicants must adhere to
the following guidelines in order to receive admission:

- Applicants must not be engaged in any wars at the time of their application.
- Applicants cannot be on any ZI, rogue, or sanction list.
- Applicants cannot be a member of another alliance while in .
- Applicants must switch to the Orange sphere and remain on it as long as they are a member.

Once an applicant has posted their application, then the application must
wait for the approval of the Tanaiste, who oversees the Ministry of
Interior.

Members may choose to leave the alliance at any time
and for any reason. Members who are leaving the alliance will be
required to post their resignation in the appropriate section of our
forums.

Article II: Taoiseach Doctrines:
1. Every member shall have the right to alliance protection.
2. Every member shall have the utmost respect for each other, their government, foreign officials, and all visitors and guests.
3.
No member shall attack another member for any reason. If an alliance
member is attacked by an outside aggressor, every fellow member will do
everything within their power to assist that member.
4. No member of the alliance may speak on behalf of the government without formal authorization at any time.
5. Every member must exhibit proper behavior in public that does not bring harm or detriment to the alliance.
6.
Every member has a right to freedom of speech within the alliance.
Members may freely voice their thoughts and ideas on all alliance
affairs at their will.
7. Any member interested in alliance leadership is allowed to run for office.
8. All active participating members of the alliance are entitled to all economic programs offered within the alliance.
9. Members have a right to vote on any and all alliance affairs brought before the Oireachtas.
10. Members have a right to due process for any violations of the Constitution, or other alliance policy.
11. Every member has a dutiful responsibility to participate actively in the alliance, whether on the forums, IRC, or both.

Article III: The Oireachtas
Every member who has been granted membership within the alliance by the
Ministry of Interior, has a given right to voice their opinions on all
alliance affairs brought before them.

The Oireachtas is responsible for voting on all:
General Legislation & Policy Changes
Taoiseach Doctrines
Treaties
Constitutional Amendments
War Declarations
Mergers
Conduct of Members
Vote of No Confidence

All legislation,amendments,etc must be approved by a 85% majority of the Oireachtas.


Article IV- Government
Taoiseach-
The Taoiseach, is the leader of the Federation of Celtic Nations. All
members should put full trust into him/her. He/She is to lead Federation
of Celtic Nations, to further heights and do whatever is best for the
alliance. The Taoiseach has final say in all matters and his/her word is
final.

Tanaiste-
The Tanaiste is the internal affairs leader of the alliance.
He is responsible ensuring all interior departments run
efficiently. The Tanaiste also oversees the electoral process for the
alliance, within the Oireachtas. He is the sole tie breaker if any vote
ends up in a tie! The Tanaiste is the 2nd in command. He can do
everything the Taoiseach can do power wise, but declare war.

Term Limits:
The Taoiseach serves for life or until resignation.
The Tanaiste  serves for life, or until resignation.

The Council of Taoiseach
The Council consists of four Secretaries. Each secretary has a vital role
to play in the maintenance of the internal and external prosperity of
the alliance. All secretaries must keep the Taoiseach and Tanaiste
apprised of the affairs of their departments on a regular basis.

The Secretary of Interior-
 Is charged with forum administration, applicants, membership levels,
administering votes other than Council elections, academy, and internal
communications with alliance members.

The Secretary of Defense-
The Secretary of Defense is in charge of defending the alliance during
times of wars, whether it is suggesting the declaration of war, setting
up attack teams, or in most cases helping in other areas of the
government. The Secretary of Defense is also the only other person
besides the Taoiseach or Tanaiste, that has the power to change DEFCON
and THREAT levels.

The Secretary of State-
Is responsible for all things regarding foreign affairs for the alliance. Organizing
diplomats, making sure the Embassies are kept clean, and ensuring that
our relationships remain good with our allies and other alliances.

The Secretary of Economics-
Is charged with maintaining the economy of the alliance. They will manage
the Bank and coordinate technology trades, resource trades, aid and
loans.

Term Limits:
The Taoiseach serves for life or until resignation.
The Tanaiste  serves for life, or until resignation.
All secretaries serve 4 month terms and may not run for consecutive
office,unless no alliance member is seeking that specific office!

If the Taoiseach or Tanaiste resign. then an election of the membership will covene to replace them.

If a Secretary resigns before their term ends, then an election must be
held witihin 7 days to replace him/her. That member will then hold that
office till the next election cycle.

Article V: Domestic Policies
Raiding:
No member may declare war or perform a spy operation on another nation
without the express authorization of the government. Any member in
violation of this rule will be forced to pay reparations to the victim
and may be expelled from the alliance.

Defensive Wars:
In the event of a foreign attack, the victim shall inform the government
immediately so that they may be advised on the proper response. The
Government will then determine whether to respond militarily or
diplomatically. Therefore, any retaliatory attack must be approved first
by the Taoiseach, or in the event of an emergency, the Secretary of
Defense.

Resignation:
Any member is free to leave  the alliance whenever they so choose. 
In the event a member wishes to leave the Federation of Celtic Nations, she/he is to post their resignation in
the appropriate area of our forums. If the member owes money or
resources to the alliance, the member is expected to pay the
money/resources back before their resignation is official.

Article VI: Elections
Every four months elections will be held for each position, with the
exception of Taoiseach,  and the Tánaiste. These elections will last for
1 week unless the Taoiseach, wishes to extend the voting period. After
which the leading candidate will gain the power and responsibilities of
the position. There is no set limit on the times a person may be elected
to an elected position. The only limit is, you may not run for the same
position back to back. No member is allowed for any reason,to hold more
then one government position at a time. We encourage our members to run
for office, and have an opportunity to hold office in different
secretarial positions.


Electoral Process
The electoral process shall consist of nominations, debate, and voting. Nominations
will begin 72 hours before any debating. Then the nominees will be able
to lay out their ideas for the alliance. Once the nominations have been
done, then a Q&A session of all candidates will begin. This Q&A
session will give the members a chance to ask questions of the nominees.
The Q&A will last 48 hours. Once the 48 hours period is over, the
voting will begin for a time of 72 hours.When the voting period is
over,the Secretary of Interior will certify the election. Once the
certification is over, the nominees will begin their official duties.

Vote of No Confidence
A Vote of No Confidence may be brought against any Secretary or the
Tanaiste for any cause that a Member feels is deemable. This Vote must
be taken to the Oireachtas for an immediate vote. In order for the vote
to pass, it must be approved by a majority of the Oireachtas. If a vote
passes,that secretary is removed from office,and must be replaced by the
Taoiseach. If the said vote fails, the secretary will resume his duties
to the alliance, immediately.

Veto Power:
The Taoiseach and Tanaiste may veto any legislation within 24hrs of a vote. If no veto is
applied within the 24hr period, the legislation becomes law of the
alliance.

Article VII: Constitutional Amendments
Any member of the alliance may propose an amendment to the charter, at anytime. In
order for the proposal to become law, the vote must be passed by a
majority vote of the Oireachtas.

Article VIII:  Mergers and Disbandment:
Federation of Cetic Nations may merge or disband only with unanimous approval of
the Oireachtas, and 2/3 of the Council as well as both the Taoiseach and
Tanaiste. Any legislation pertaining to a merger or disbandment will
receive a one week voting period.

The flag could use a little work but I like the idea behind it.
