I saw the title of the topic in Open National RP and clicked on it before realizing what section I was in. However I figured it'd be a good idea to apply to actual alliances.

Factors can include whatever you want (treaty partners, nation strength, military wonders, anything). I know people will want to make their own standards by weighting categories differently so rather than focusing the debate on what aspects of ranking should be used, the topic would be more interesting to comment on why somebody ranked alliances the way they did according to their standards. Therefore it would be a good idea to explain your system rather than just posting a list. Lists can be top 10, 20, 50, any amount of alliances you feel like putting in.

Umbrella can put out a lot more proportinately though. On a per-member basis I'd easily put them over anyone.

Perhaps, even that's arguable TOP was pretty stunning, but they can't cover the same amount of damage MK/TOP can. Not so much looking at proportions rather than total amount of damage totaled up.

They can cover the top tier of virtually any alliance, though; no non-neutral has as many nations above 85k.

1. RoK
Clearly willing to fight when they feel like they have been wronged. Treaty central in terms of MDoAPs. Central power of Superfriends, ties to CnG and ties to Polaris and Viridia, two sanctioned alliances that have a warlike history.

2. Mushroom Kingdom
Elite style alliance, a lot more pain per pixel than RoK. The big boys of CnG without a doubt. They lose a slight edge, because I'd say RoK has more extensive treaty ties and can arrange to have a larger coalition show up outside your door.

3. Polaris / Pacifica / Entente / TOP
All three of these alliances have a solid treaty base. All three are sanctioned and have a history of being willing to fight and solid allies who will show up to the party.

4. IRON
Long term, IRON isn't much different from the guys listed in #3. However IRON is still paying reps and rebuilding. So right now realistically they're not as much of a threat to pull the trigger. You could argue Pacifica and TOP are down here as well, but I feel like they're significant ahead on the reloading curve. Yes I know everyone likes to rip IRON for following Pacifica/TOP around, but IRON does have a strong internal culture and a long history of surviving an in independent. IRON was the only independent from the GWIII era to survive. GOLD and others are no longer with us.

Eventually some form of TOP or Pacifica is going to move into a shared spot at #2 with the MK or up to share #1 with RoK once a Hegemony 2.0 bloc forms up. Right now I'm sure there is work behind the scenes, but such a bloc won't be announced for awhile. When you announce a bloc that is basically anti-Karma in nature, you want it to be big enough to fight for its survival from Day 1. Depending on the size of the bloc and how the treaty is written will help decide who moves up from #3 and how high they move. So basically the guys at #3 have a lot of treaties, but they're a step behind until they bloc up.

Honorable mention goes to FAN and NSO. Neither is sanctioned, but they're decently sized and they're willing to load up and roll out. They don't exactly make the global community tremble but I want to give them points for not having to call up daddy and ask if they can wear the big boy pants. The other members of SF and CnG likely have to call up Hoo or Archon and ask for permission to DoW someone. So they have power, but Hoo and Archon have the ultimate power since they can determine if the war launches or not.
