Easy, let me explain: You send out a message to your nations to follow these steps: 1. log in to your nation. 2. go to 'edit my nation' 3. look for 'War/Peace Preference' 4. change it to warmode 5. click 'save changes' 6. pick one or more of these totally incompetent R&R nations 7. declare war on them OR, maybe you would want a guide more suitable for TOP? 1. talk big on the OWF 2. call in someone else to do the work.
