What's he waiting for? We're not moms.. nations get told how to prepare, if they choose to ignore it, they'll learn the hard way. WS pretty much hit the nail on the head, I'm also pretty sure they had to enter at some point, R&R has always been one to honor their treaties even if it meant burning for people they were not incredibly close to.
