In recent weeks, we have seen ancient alliances and nations sail away on the river Styx. Instead of mourning those alliances, or blabbering about the inevitable Apocalypse that will plague Planet Bob- I say 'Good Riddance.' The nations and alliances that are no longer with us have served their purpose, just as we come into the world to serve ours'. We are Atlas.


 


 


Without further adieu, I give you our charter:


 


 

 

 

 

The Book of Atlas
 
Preamble:
 
In the absence of those who have fallen before us, our conglomerate of nations has come forth to fulfill its destiny. Unified in our commitment to the continued prosperity of Digiterra, we strive to emulate and  surpass the feats of a once mighty titan. Honouring the strength of character displayed by this god amongst gods, we have rallied under a common banner. In memory of the powers that have been and have yet to come, we now lift  the burdens of the world upon our shoulders and claim our rightful name. We are Atlas. 
 
Admission:
 
In order to apply for  admission into Atlas, one must switch his alliance affiliation to “Atlas”, and post a membership application in the appropriate forum. Prior to approval, applicants may be subject inquiries from government officials. Should the government of Atlas deem acceptance of an applicant to be against the interest of the alliance as a whole, Atlas reserves the right to deny him or her entrance into the alliance.
 
 
Government Structure and Powers:
 
The Senate of Atlas
 
The Senate consists of four (4) officials, elected by the members at large. The Senate exists to balance the power of the Consuls. In the case any Senator believes an decision taken by the Consul to be against the interest of Atlas, he or she may call for the revocation of said decision. In this instance, the Senate shall vote on the matter within twenty-four (24) hours. Three (3) or more senators must vote in favor for the motion to pass and for the decision to be revoked.
 
Elections for the Senate  
The election process shall begin on the fourth (4th) of the designated month. A 36 hour call for nominations will be held by the current consul. Each member may nominate up to one (1) eligible candidate. A nomination is considered valid when it is seconded by a second member. Upon passing of the nomination period, each candidate must post a campaign platform in the designated forums. Members of the general assembly may question candidates until the elections begin. On the 7th, members may vote for the candidate of their choosing. Voting shall be open for a period of twenty-four (24) hours, after which the candidate with the most votes takes office. In the event  of a tie, a twenty-four (24) hour runoff between the two highest vote getters will be held.
Elections are spread out as follows: 
-   Senator 1: January 7th
-   Senator 2: April 7th
-   Senator 3: July 7th
-   Senator 4: October 7th
 
Upon election, a senator must relinquish any lower government positions he or she holds. A senator shall hold his office one (1) year. In the event that a Senator becomes inactive during his term, the remaining Senators and Consul may de-seat the inactive Senator after an unanimous vote and call for a new election for the empty seat. The newly elected senator will serve out the remainder of the term.
 
The Consul
 
The Consul is the figurehead of the senate and the highest authority within Atlas. He is the alliance’s chief negotiator and has the final say over all executive matters within the alliance. Treaties are put forth by the consul and must contain his signature in order to be ratified. Absent majority objections from the Senate, the Consul has the ability to declare wars. 
The Senate may veto a Consul proposition by a 2 / 3 majority vote. In the event of a passed veto, the consul has forty-eight (48) hours to put the vote up to the general assembly. If the general assembly passes the proposition with a 3 / 4 majority, the proposition will go into effect regardless.
 
Elections for Consul
The consul serves a term of three (3) months. At the end of each election cycle, the senate conducts a majority vote on the appointment of the new consul. This vote shall be held over a period of forty-eight (48) hours. A Senator may not vote for himself.
In the event of a tie or deadlock vote through the first three (3) voting attempts by the Senate, the general membership may be brought in to break the tie/deadlock by voting for who they wish to be Consul in any further Senate voting attempts. To do this, a Senator must make the motion and have it seconded by another Senator before it is to be carried out. A  twenty-four (24) hour election will be held in which all the Senators are listed on the ballot. If a Senator wishes to have his name removed from the ballot he may do so. The highest vote getter wins the additional vote in the next Consul election the Senate holds.
In the event a consul becomes inactive, the Senate may de-seat him/her and call for a new election of the empty senate seat following a unanimous vote. The newly elected senator shall serve out the remainder of the term of the de-seated senator. Upon conclusion of this election, the senate shall follow the outlined voting process to elect a new consul.
 
The Chancellors
 
The chancellors make up the executive body of the alliance. Each chancellor is responsible for and has autonomy over the inner workings of his respective chancellery. The Chancellors answer only to the Consul, who may set out protocols at his discretion. Chancellors must follow the protocol set out by the Consul. Each Chancellor may appoint up to two Directors. The appointment of additional directors may be allowed with a majority vote from the Senate. 
The Chancellors may be appointed or removed by the Consul at any given time. In the event where a Chancellor steps down or must be removed part way through the term, a replacement may be chosen by the Consul. 
 
Directors
 
Directors assist in the running of the chancellery they are appointed to. Their powers are limited to what is given by the Chancellor they are serving under.
 
Amendment:
 
Amendments to this document may take place with a 2/3rds majority vote from the general membership. Amendment votes shall last 72 hours
 
 
 

 

 
 
It has been my absolute pleasure meeting and getting to know each and every one of these guys (besides Damaged ;) ) and to be a part of such a great group of folk. This experience of coming together and creating something great, which I truly believe we are in the process of doing, has been a blast.
 
 
This team that we have brought together has done an amazing job organizing a tight knit community that encourages teamwork and activity, and I am very proud of them. Some of us have a lot to learn, and we are making the best of our time to do so.
 
Thank you to all of the alliances and individuals that have offered advice, help, and protection as we started to get this ball rolling.
A big thank you to our great friends and allies in Orange Defense Network. We love these guys to death, and couldn't ask for a better group to be tied to.

How'do, I'm Schattenmann.  Welcome to the most active Atlas is going to ever be, and expect more smarmy remarks from me when you roll it up in any less than 4 years.

My comment about alliances serving their purpose was not an intended slight to the alliances that have departed this world. Everything has a start date and an expiration date.

 

Also, our activity has been growing at a stable rate over the past few months.

 

 

 

unless of course you were making a pun regarding the recent exodus.

We'll go with that ^
