I mean GOONS is at war with other alliances that are larger then 1member. Maybe its just me....but i think i would join up with them and maybe work together a little..... that is if i felt the need to allow GOONS to have another 6 day old nation to add to their list of ZI. I daresay as long as he does not add a "Populi" behind his Alliance Affiliation and does not claim to have any relation to either of the "Vox Populi" alliances, then his chosen AA is incredibly accurate. In fact, in hindsight Doitz, Schatt, et all should have called themselves "Voces Populi" or "Voices of the People," since the men of VP were vastly diverse, but I guess it would've hurt their parallels to V for Vendetta.
