Doomhouse hasn't declared because they don't need to declare. The lack of declaration hasn't prevented the other alliances of Doomhouse from attacking alliance at war with GOONs.

I could post this in any of the topics about this front, but here is the reason you will not beat the GOONS. If I was a lower end GOONS nation I would be having the time of my life. I wouldn't wear down, I'd be eating this up. War is fun. War without consequence (15m in aid every 10 days) is even more fun.

They will be losing infra and they'll wake up and be pissed that their GOONS target just got 15M, maybe even buying a ton of infra, wiping out all their damage. They'll go their the superiors and ask, "Hey, I need aid too!" The superiors response will be, "Sorry, no can do, you are on your own." I can imagine this conversation being very tiresome, after the 50th time. Then that NPO nation or one of the other alliances that DoW'ed GOONS will get disillusioned and stop fighting. Maybe not all of them, but a bet a lot will just give their superior the middle finger and say they are hypocrites. Some will even leave their alliance in disgust. See the reason the lower-tier fighting strategy is going to be such a textbook failure is morale and membership loss due to the perceived levels of hypocrisy in leadership. Now anyone left in NSO probably won't leave. You guys have been through too much at this point and burned off the stragglers. But the newer members of Invicta, NPO, etc. Those alliances will be hardest hit. Infra can be rebought. Membership is a bit harder to regain.

You hit the nail on the head.

That GOONS member (bless his heart) has all those 3M aid packages stacked up as pending which is untouchable by his opponent. The guys he is fighting are carrying their warchest in cash and are probably losing $1M every ground attack.

And why would a GOONs member ever leave? All they want is war, that's all they ever wanted. Now not only do they have it but they also have money raining down on their heads to keep fighting. They are being paid to do what they have always done for free. Happy as pigs in slop those GOONS are. They can and will go on perpetually because the money is being made faster than the aid slots can move it. So as long as they pace themselves to spend no more than 15M + Earnings + Collections every 10 days then this can go on till 2020.

And Polar has lost almost half by this point. If only your peace mode warriors had stood by your allies on that front they'd... well, they'd still be at nearly 50%.

Actually, it is. You guys made the decision to only fight below 25k, in a range where a few million every 10 days is a lot. People around 25k and less would have what for warchests, 100-300m? Maybe a bit more if they've existed longer or been knocked down?

Actually it'd be silly to assume they're even that high, all the people who hit me were around 30k and the highest was 144m. And he's already broke. Three of my targets are broke actually. 15m is probably starting to sound real good right about now. But you know how much cashflow they have coming in? About zero. Because their alliances are all in peace mode and decided it'd be a good idea to blitz people who could be recovered in a week.

Let's see, GOONS lost 1.3m right? We have 300 members. 1.3m/300 = 4333 NS. Gee, I wonder how hard/expensive it is to recover 4000 NS below 25k. I'm willing to bet a round or two of aid would do it. Or you know, reps. Lots of reps.

Of course, you could say it goes both ways. But lots of missing factors there. Like how much of the alliance's rebuilding money is going to go to GOONS instead of their small nations. Or the morale hit they're taking while their low nations scrap without support. Or even poor alliances like CoJ who don't have a big brother alliance to get them back on their feet.

But enough theorycraft, let's see how this master strategy actually plays out for you guys.
