What did you do that was stupid and bad enough that you're actually banning tech raiding? You had to have done something really stupid to someone really big. 2. That they chose to do this now, is independent of the fact that they fought a war recently for refusing to do something like this. Or rather a war that somewhere had tech raiding at its root.
