Pretty much everything is discussed, including applicants, entering war, leaving war, treaties. The fact that TOP gov would discuss it with the membership isn't unusual at all. It was discussed before NADC was offered white peace, and it's still under discussion now. The fact that NADC asked for terms, then turned down white peace, has changed some minds. In addition to that discussion, I'll offer another little secret tidbit for you. TOP and MK and GOONS (and now FOK, I'm sure) all talk together.
