[/quote] Not only that but even in the deepest conscious of some it's basically saying that this side has not shot of winning. Psychologically it can be very devastating to some. Even when I led Carthage we were doing next to nothing other than harassing ODN's lower tier and hardly doing much damage. Even though we weren't anything significant I made it a point to not surrender until the war had a clear outcome. Why? Because alliances surrendering signal defeat, the end.
