Honestly, it can get a little difficult to rate the lower-tiered alliances, especially the ones you haven't heard of. (Like us. Mwahaha.) Besides, sometimes that tier ends up making news for all the wrong reasons. Still, at this point one could say that they're mainly developing their personalities; at one point even the vaunted New Pacific Order, the Mostly Harmless Alliance, or even the Mushroom Kingdom were in this position, defining themselves.
