I can also arrange 50 tech in place of 3mil if the winner so wishes.) I'll get back to you tomorrow with what I want to place my bet on. Disclaimer: I can't send aid to nations at war, so if you're tech raiding I'd need for you to get peace before I can send cash or tech. If you look at the way this war is evolving, those far off dates are looking more likely every day. I still stand by my guess as a serious guess that there is going to be at least two alliances that will drag it out to the very end to see who can outlast the other.
