Though I didn't particularly like Bob at the time (he took my job as MoFA when some changes were made) he certainly isn't the reason it went downhill. He was part of a new-era of RoK gov that sought to take RoK to greater heights in a post-Hoo Ragnarok. Unfortunately, the rest of RoK didn't see it this way.
