The difference is intent. If your primary reason for fighting the war is to steal tech then it is a tech raid, If it isn't then the war is something else.

The intent of people who attack these targets will be to steal tech. If I were in a position to tech raid one and had the desire to, I would not care in the slightest if they left RIA's AA or not. As can be seen from the title, RIA knows that but plans to kill two birds with one stone by having nations attack their ghosts to get tech, therefore giving the attacked nations incentive to leave their AA.

Intent is everything.

Two identical actions can have two different meanings depending with the only difference being the intent.

A tech raider is solely interested in gaining tech, but nation in an alliance war is interested in causing enough destruction to cause their enemies to surrender.

They both use war as the method to achieve these goals but they have different purposes and can not be put in the same category.

well put.

but for the slow people. to war for tech is to "raid". But to wage war against someone "ghosting" an alliance is "ghostbusting". Now in this case the alliance figures it can/will get rid of the ghosts by simply helping the raiders.

Kudos. two birds one stone. and a win win.
