Someone explained it to me as the message you get when a link expires, and I know I've seen that message when linked to things before. How or why a link can or would expire is beyond me though. Treaty is still in effect until the terms expire. As the treaty is written, giving notice of cancellation only starts the countdown clock, it doesn't abrogate the treaty.
