If anything, Hoo isn't a worm... he is one of those stink bugs that just smell. That's why no one messes with him, because if he were to be squashed, it would just be a horrendous smell and people would gagging and vomiting... suffice to say it would not be a pretty scene. A dog cannot read or even speak English and therefore cannot sign a treaty or use diplomacy. I'm sure some Wolfpack member has at some point. I know how to communique with them via howls. When they post in public they post in English for your convenience. I roleplay as a ruthless socialist dictator, who will let nothing stop him from spreading peace and love throughout the lands.
