I mean if saomeone failed an operation against you wouldn't you increase your security againt any further operations which can't be achieved through rolls and odds. [/quote] No no I know it isn't for the same thing what I was saying is that if the first spy roll fails then the nation that was attempted to be spied on would be on a greater alert. This would mean that any following operations would be harder as the nation they are aimed against would be more prepared for any further attempts.
