Given how he blew his chance to be in a safe and secure environment after being given advice and help for a chance to take a cheap shot, he's never going to change.

Ask yourselves, were those wars planned? Was a reasonable attempt made to plan them? If they weren't planned then the wars are in violation of HK47's new rule.

If they were planned, then what was the plan? What was the agreed to outcome?

Well, what happened?

Ishabad rerolls twice in rapid succession in RA's protectorate. A minimal amount of RP is made and UFE annexes the whole protectorate to his protectorate.

Doesn't sound like much of a planned RP does it? "You roll over and I take the protectorate."

The first war was planned on irc and the second one was established in the rp to follow the same rules. The rule does not specify which amount of planning, establishing the basic rules of how a war goes is already considered planned as many like a war without a pre-agreed outcome. That's their right and when both parties consent there isn't all that much that can be done about it. Though I have to admit the actions of ishabad are questionable.

Ishabad rp'd his own losses.
When no counter attack happens it's hard to lose something.
Gotta love satellites and UAVs
Ishabad rp'd armor and soldiers to move to the same hiding place, that stuff gets tracked by any nation that has a surveillance network.

Ish has been given pointers and he just doesn't apply them. He's like this in regular CN too (he tried to join my alliance). He's just some 12-year-old troll who needs to grow up and come back later. I've complained that it's difficult to RP with the way protectorates are set up on the map, but there are some instances, I have to admit now that I play, where there needs to be some measure of built-in quality control in the RP universe. Frankly, all Triyun is doing as far as I'm concerned is taking out the trash as it piles up.
