Honestly, there are two spheres, Polar, and AZTEC-Umb-DBDC, these two spheres overlap with only one alliance, and that is TOP, otherwise, these two spheres would be pretty much more or less separate. Honestly, this 'Polardoxia' no longer exists because of certain moves that the 'doxia' part of that sphere has been making.

A few of us, myself included tried an idea similar to this back in 07 and it didn't get off the ground. Primary concern was that some alliances might have more influence than others and would use the Federation to achieve their own goals.

I once went to a mall in NY called the palisades. four floors tall, bolwing alley, ice rink, paint ball thing, etcetc. Huge.

There's an implicit contract when you sign a treaty/agreement with someone that they won't actively look for a way to lead/be a key component of an event that undermines you, their treaty partner.
Those that don't understand that probably shouldn't sign treaties.
Those that do understand that, especially in a position of power -- often ignore it anyway.

The exception is the official CN channel, but otherwise, your behavior on other alliance channels is not regulated by CN. Now, it very well can be regulated by the channel owners, or even the server IRCops if it violates their ToS. But !@#$ you say outside of CN-owned channels (and which isn't direct harassment of CN staff) is not controlled by CN and you do not face retribution in CN for it (besides player-controlled, in-game retribution).
I don't know how many times I can tell you, you're wrong before you simply accept it.
You will be banned if someone wishes to use it against you.
