Who is going to talk when DE completely destroyed Khmer's government without researching in how many Khmer government officials were part of the attack?

"We realize that. We've postponed the ultimatum another 48 hours to allow for heredity rules to determine who is the new leader of their government and for them to organize. In this time we also hope to attend the conference in Brisbane to see if Hansea can help us sort this mess out as we doubt there is a cool head among our government after the assassinations of our diplomatic staff. If it is necessary the deadline can be extended again pending the progress of the negotiations."

"It is most likely that not all of the Khmer government was killed in the missile attack as there may be suriviors and it is highly doubtful that all of the government was in that one single building so it will most likely be the highest ranking government member who will have to respond though personally I feel that there should be no terms for the Khmer Empire you just tore their government apart they could be on the verge of anarchy right now that is punishment enough I think".

Our current concern is ongoing instability in the region and hopefully the conference will sort out a solution to that. Several drafts have already been across my desk from 3rd party nations looking to broker peace."

"Yes hopefully it will help to limit and contain the instability you have helped to bring to the region. personally I trust the Lady Protector to be the most suitable for obtaining stability and peace only she could conjure such a miracle".

"At least we're relying on the same person for our discussions then. You have no room to speak. Your state is one of the causes of instability. We have only fought to defend ourselves, protect our borders, and try to maintain stability. Khmer has been out to frame us for some reason so they are definitely not peaceful. If Khmer's government has not sponsored these attacks then it cannot police its own jurisdiction and some form of peace-keeping force needs established to prevent it from becoming a threat to its neighbors. Given the government voiced a vocal defense of the assassination we have no choice but to assume they are in league with the assassins."

We only require a statement from the Khmer people to say that they are willing to accept peace talks and we can begin. Even if their government has been damaged, it would be hard to believe that they do not have a line of transition to get through such problems as succession. Whether peaceful or in this case hostile. If they do not come, there is nothing that we can really do.

Due to this recent attack, we are making a request and stating it as nice as possible.

We wish to have all Kingdom of Cochin military personel removed from the Baloch Provence because you scare the poop out of us. While we will not invade it, if you wish for security, they may be replaced by troops from the state of Dragonisia. The construction crews may remain to continue their work on the canal, however, we request that offensive weapons be safely stored away.

We are indeed very sorry to hear this. Currently armed forces are not present in Baloch province. Only Army engineers are involved in clearing up the the channel with explosives

Peace through superior firepower. Bomb their military, and I mean military, installations into the ground. Take away their means to fight. Blockade their nation, seal their borders. Choke them out. Force them to surrender for their people and make it a term for said surrender. And devastating loss? We apologize, but ten diplomats can hardly be characterized as "devastating". Tragic? Certainly. Unfortunate? Yes. Devastating? Unless that was your entire diplomatic corps, and even then, it's hardly devastating. Stop dramatizing the situation.

And how many people will lose their lives when we embark upon a systematic attack on their military, blockade them and seal their borders? How many people will die of lack of resources if a blockade in in place?

Do you think people who embark on acts of madness on a whim care a whit about their own people?

The present cruise missile attack is far better than any other alternatives suggested here, like covert ops, systematic military attack and blockade.

Hearing of these attacks the Premier was disgusted. He spat on the floor before tearing apart all files regarding Cochin kept in his locker. (He had one for every nation he wanted to have good relations with) and asked the Foreign Minister to officially send 2 billion in aid to Khmer Empire.

The Republic of Free Somal Announces

The forces currently deploying to the Melvin Republic will be under the command of one of our finest and ablest military minds. He's not a stranger to many of you and he's even somewhat notorious for his fast shooting antics. Mad Dog Bob Denard has agreed to assume command of the Republic of Free Somal Expeditionary Force for the duration of the crisis.

The Mission of the RFSEF is to support our allies in their time of need. However, we will be deploying our forces with a strict set of rules of engagement.

1) Until a full attack is ordered by the command authority of the Dragon Empire we will only fire unless fired upon first.

2) Military units hiding in civilian areas will be considered fair game for destruction should they present an active risk to the well being of our forces. Should they present a threat the level of risk will be assessed for the level of response. If at all possible the threat will be cordoned off and be left to wither on the vine. If the level of threat is far too great to ignore appropriate levels of force will be utilized to eliminate the thread.

3) Government officials are considered targets of opprotunity in the event of full out war. They will be targeted with measured levels of force to avoid needless civilian losses. Not to say that we aim for zero civilian losses, but we don't plan on blowing up entire city blocks to liquidate one member of the Khmer government.

4) Infrastructure targets such as bridges, roads, factories, government buildings, airports, and railways are to be considered military targets.

5) No warning will be given in any situation to anyone actively attempting to inflict significant injury upon a member of the Republic of Free Somal Military. Someone trying to slap a member of the Republic of Free Somal Military in the face is not going to be shot versus a shotgun wielding lunatic will be cut down like a diseased animal.

6) Upon arrival we will be broadcasting our intentions to destroy the listed infrastructure targets to the people of the Khemer in the event that active fighting takes place. We make our intentions known to allow the Khemer the opprotunity to evacuate those areas ahead of time.

7) Prisoners taken will be treated in accordance with the Republic of Free Somal Constabulary standards. These include the feeding of prisoners three times a day with a 2000 calorie a day diet. Providing water, housing, bedding, sanitation facilities, and communications with family members. A special task force of Republic of Free Somal Constabulary officers will be on scene to ensure proper treatment of prisoners and to provide rear area security for Khemer civilians in the event of a take over.

Republic of Free Somal Battle Plans as presented by Mad Dog Bob Denard:

Phase 1 Operations:

Movement to attack and destroy significant military threats as identified by sattelite, UAV, and Special Forces.

Phase 1a:

- Air strikes to cripple their transportation centers.

- Ground attacks to engage their forces.

- Cruise Missile and other attacks to be provided as needed.

Phase 1b:

- Collection of prisoners.

- Treatment of wounded.

- Burial of enemy and civilian dead.

Phase 2 Operations

Returning stability to the region.

-Deployment of a Republic of Free Somal Constabulary Advisory force to bolster local police forces.

-Deployment of Republic of Free Somal Engineers and Allied Engineers to begin repairing battle damage.

Phase 2a:

- The recruitment of local government officials.

- The hiring of local carpenters, construction workers, and other technical specialities to assist in repair efforts.

- Returning of civilians to their home in a rapid manner.

- Repairing of water, sewer, and power services in a prompt manner.

Phase 2b:

- Ordering Khemer Military forces to report for duty.

- A full inventory of avaliabl equipment.

- Assessment of their needs for providing for their local security and national defense.

Phase 3 Operations:

The retraining of the existing Khemer military force.

- Replacing battle damaged equipment with compatible equipment to prevent logistical snarls for the Khemer.

- Upgrading the Khemer Military in vital areas.

Phase 4 Operations:

The removing of Republic of Free Somal and allied forces from the Khemer territories in a phased pull out.

- Khemer Military and Police units begin assuming greater responsibility.

- Starting with the capitol and working our way out we will withdrawal district by district as the Khemer resume control.

- A token advisory force will be left if wanted by the Khemer.

People's Republic of China has no authority to determine whether Kingdom of Cochin is a part of Dragon Empire or not. That is a privilege of Dragon Empire Legislature and you are not part of it. The actions taken by Cochin was after collective decision of Dragon Empire.

The Kingdom of Cochin formally rescinds all diplomatic relations with the People's Republic of China. All person's of PRC citizenship are requested to leave the Kingdom. All citizens of Cochin in PRC are ordered to return back to the Kingdom. All industries and institutions in the Kingdom are ordered not to do any more business with the PRC.

Cochin's diplomatic mission to PRC is hence withdrawn and PRC's diplomatic mission are declared Persona non Grata.

Up to date satellite imagery and other reconnaissance data shall be forwarded to RFSEF. We shall send you some officers to further coordinate regarding tactical intelligence and battle coordination. The officers assigned to you are well conversant in the languages of Somal and have served a tour of duty in Bosaso. They will be able to help in coordinating with Melvin Republic forces.

Sir, we have very limited number of people fluent in Khmer language and they are all vitally employed in our intelligence units. Perhaps Melvin Republic may have some Khmer speakers to spare.

As regards transmitting capacity that can be arranged. Two Short Wave stations are ready for operation in the Kingdom and we are setting up a Field Medium Wave station. Our Electronic Warfare units have tracked down the communications satellites used by Khmer Empire and at the required time signals can be jammed to send our alternate messages.

Outstanding, as soon as it is cleared with DE I would like the following message to be transmitted:

Khmer Citizens,

Should your government refuse to seek a resolution at the peace table your country will be attacked. You are all urged to immediately store up a week's worth of food and water.

Stay off your bridges, they will soon be destroyed.

Stay off your roads, they will soon be bombed.

Stay away from your airports, they will soon be destroyed.

Stay away from your factories, they will soon be destroyed.

Evacuate all of your government buildings as they may soon be destroyed.

Stay away from all major telecommunications centers as they will soon be destroyed.

Military men and women of the Khmer people can surrender to advancing forces by holding their hands well away from your weapons. A simple white piece of cloth held in both hands over your head is also suggested. You will be treated humanely and cared for by law enforcement offficers of the Republic of Free Somal who have agreed to see to your safety. You will be returned to your homes as soon as it is possible for you to do so.

Anyone actively attempting to do harm to a member of the DE or Dragon Bloc militaries will be shot. Do not point a weapon at any of them, do not attempt to stab any of them, and take great care when approaching a DE/DB check point in your vehicles.

Again, stay in your homes, stay off the streets, and stock up on food and water.

As for the translators perhaps the Kingdom can produce a phrase book of terms we can use in the interim given you have both of the translators needed for such a project?

Simple terms like, "Get down on the ground."

"Keep your hands in sight."

"Put the weapon down."

And so forth..

The Republic of Free Somal is very sincere in our desire to assist with the rebuilding of Khmer and for the caring of their prisoners. We are currently transporting additional Engineering Regiments and a sizable detachment of Constabulary Officers to assist with rebuilding Khmer in the aftermath. We offer our services in heading up the rebuilding of Khmer with the support and aid of the Dragon Empire.

I personally am willing to guide the effort and given my recent experience with rebuilding the Republic of Free Somal I believe I'm well qualified to do so.
