Zoot Zoot Posted September 2, 2014 Author Report Share Posted September 2, 2014 A petition was sent to both Carthage and Yugoslavia for independence. It would cite the millions of citizens who had turned out over the last few weeks to form a Government around the King, snap elections that were held for the Spartan Gerousia and Damons, the upper and lower houses of the Senate respectively. It would point out many improvements already put in place during the process of transition from independence movement to fully fledged Government. Towards the end of the petition it would simply say that it was better to ask forgiveness than permission when it came to the freedom of the Greek state and even those who initially opposed the idea of a second rising of Sparta had grown accustomed to the idea after the draft constitution was made public several weeks earlier, a copy of which had also been sent to both Carthage and Yugoslavia. The draft constitution enshrined the rights of the individual and was not that dissimilar from the former United Nations Bill of Human Rights. It also set out the fundamental principles of the Spartan state. The entrenched nature of the constitution meant that it would be difficult to change, Parliamentary sovereignty meant that whilst regions of Sparta could have devoled powers in the future, such as Crete, supreme authority lay with the throne. The constitution outlined the seperations of powers between Government branches, lines of accountability and an article on a State of Emergency which would grant the King additional powers from the Gerousia and Damons to manage and resolve the crisis. All in all, it had the hallmarks of a fair and free constitution. At the very end, it would implore Carthage and Yugoslavia to confirm the Independence of Sparta as soon as possible.
