I'm not sure taking down Hime is possible militarily, what you would have to do is keep Hime at war to get rid of their warchest. Their tech advantage would just tear through nations and it would be difficult to take them down. All the opponents would have to be in the top 250 by rank, and I don't think there is enough top 250 nations willing to sacrifice their nations out of the top 250 for that cause.
