I can't confirm or deny the lack of quality of your leadership but I admire this spirit. Not sure why people think Legion wouldn't have been able to pick up new treaties over the following months. They've been receiving accolades for their military performance recently, and their main treaty partner (Polar) is no longer a pariah.
