One side offered a peace plan, one which will end up easing the war related burden of the opposing sides lower classes. The other side encourages their starving underlings to die for them whilst the top hides. In that sense, I guess yes - I would be proud to be an 'oppressor'. Much in the same way the hypothetical men of the hypothetical 69th Fighting Dragon Child Eaters would be proud to be 'oppressors'.

I'm pretty sure it's even been answered to you. The answer, once again, is that the war would be over had they fought in the war. The peace mode strategy is not one that planet Bob can condone or allow to be used in future wars. Thus, we're putting a stop to it now.
While I'm content that dh is more than willing to adopt such a strategy and exercise their own civil rights, I'm pretty sure a lot of alliances out there might have a problem with this claim, seeing as how they are sovereign and all, but then what do I know anyways, right? A demand related to peace is a demand related to peace. If they don't feel it's worth it, that's their decision to make and there's no need for them to take it. As time goes on they might become more likely to accept previous offered peace agreements or perhaps new ones will be offered. That's the nature of war-related politics. But they certainly can't expect to win a PR war if their top tier wages continued war via the bloodied backs of their lower tiers.
While I can't talk for GOONS/DH strategists or chief politicians, it is my interpretation that we intend to show that things run the risk of being worse for nations that follow NPOs current example in future wars, If the example is made correctly, it is likely fewer nations of will follow that example. If we succeed, wars will often be shorter and the resulting peace more profound and good natured. I may be wrong with this point and if so I will gladly let our top tiers speak to their motivations about our current course of action. Either way, this above mentioned course of action does not require us to wage war with the world to make the point.
Considering the ammount of alliances within your grouping, you'd be unlikly to be vulnerable for too long.
Indeed, GOONS nations are often very friendly nations. Which is why it's kind of telling that we don't get along with chunks of NPO very well.
Why haven't discussions of new terms been proposed by now already though? This is an issue for another topic already running but still, you're trying to impose something they don't want onto them for a war which has long been over.
I can't speak as to what goes on behind closed doors, but it seems NPO is not being particularly active in the bargaining process.
Some groups think it's okay to leave the top teir as banks or whatever, you and your buddies don't and you want to push your opinion onto them.
And had the positions of DH and NPO been reversed, and they had tried to force that position on us in via a peace deal. We would offer it some consideration before making a choice as I'm sure they offered some consideration to DH's demands before making their choice to continue fighting.
