I think I'd be putting my money mainly into practicle and likely to be used arms of the military. A fell funded strong marine force I think would be my first priority. Keep them mobile and able to be deployed rapidly and in force.
Probably pick up at least two Wasp Class Landing Helicoptor Docks as cheep alternatives to full scale aircraft carriers. Would need some frigates as escorts.
Then fit them with some cheep second hand harriers while I order and wait for the F-35 VSTOL to come off the production line in a few years. Combine them with some seahawks for ASW, Apache's for anti-armor and escort and Blackhawks/Chinooks for troop movement and utility.
I'd then fund a massive army reserve program. Something of huge scale that provides basic training to a huge number of fighting age citizens, rewards them upfront but comits them to service if a full intensity war was to break out. They would serve most likely as like a national guard and assist too in national emergencies. Trained in Guerilla Warfare with local command units able to act as independent and self lead units if chain of command was to breakdown. Overall should act as a deterant to hostile neighboring countries so that they knew any invasion would quickly evolve into a massive insergency fast.

While that may work well for you I've seen the polar oposite work for me in the past. Your approach has its benifits but also its limitations. Head Hunting with a specific message to a specific type of nation likewise has its benifits but also its limitations. At the end of the day both can yield similar results and in many cases I've seen the targeted approach work far better. Each to their own I guess.

I'd be interested to know if many AA's bother agressively recruiting anymore? Have you been bombarded with a lot of offers? I remember signing up years ago and getting just smashed with spam within hours from countless AA's. Litterally pages of recruitment offers. I genuinly wonder if that still happens?

Why do people tech raid?
A tech raid is to steal the victims tech, land, or sometimes money, but mainly to steal technology.
When is it over?
Tech raids are usually given instant peace when the victim requests it, but people who are greedy or in desperate need of tech demand tech for peace.
What if it says its being destroyed and I'm not getting it?
After a nation has not collected taxes for 13 days the nation will no longer be able to be tech raided because it will instantly destroy the money,land,and tech instead of giving it to the attacker.
But they're only 7 days inactive!
After a nation has no soldiers (and therefore in anarchy) it will also stop giving out the tech, land, and money and start destroying it, when attacked.
What do tech raids consist of?
Tech raids are normally/usually only ground raids but when a cruise missile, nuclear weapon, or aircraft are fired the attacker usually returns fire in their defense.
Support?
Most alliances will not back you up in a tech raid unless another alliance is upset with you. The usual line is "Tech Raid at your own risk".
^ that's the commonly accepted view of what a tech raid is as per the wiki. It's also why some people will have trouble accepting GOONs raid policys as tech raids. Don't blame me, blame society for holding the common view point.

Blame it on my having been back for less than a month, but I don't understand why these conflicts are being lumped together.
While you've been gone MK & CO have become rather more liberal with how they deal with coalition warfare. They no longer wait for counters or only hit people that activate certain treatys. They just cherry pick AA's to hit that suit their plans and they bring in people from their side to best suit regardless of treatys as well. This is why the map above is disjoined and unconnected cause in the old days people would of considered this several small independent wars with independent CB's etc. Welcome to where we got to while you've been gone. lol

I watched two news stories the other night back to back. Both with madmen that entered a school and tried to mass kill students, one in china and the other in America.
The only real difference was the weapon, in one case two semi-automatic handguns and the other a knife.
Even though the knife wielding madman managed to stab 20 odd students all lived.
I think it made me really realise the problem a society creates and it allows high end firearms to be owned like sporting toys.
I love shooting but even I can admit that I cannot see a place in society for civilians to be armed with semi-automatic weapons be they hand guns or rifles. Go hunting or target shooting all you want but do it with bolt action rifles or double barrel shot guns. They both do the job but neither allow for masacre style scenes very easy.
The cold hard truth is that there simply are types of firearms that should never be in hands of ma and pa suberbanites. I'd be getting rid of all handguns (let local shooting ranges own ones you can borrow for a session at a range if you want but they keep them), all semi-automatic weapons, all pump action and lever action types as well. Reduce it all down to the most basic slow reload types so even if someone looses their !@#$ they are limited greatly by the damage they could inflict. Hell imagine if the batman shooter rocked up with a double barrel shot gun. He'd have killed a couple people max before he fumbled around and got tackled mid reload.
Just my 2 cents.
