They are voting on ending the war and accepting terms of surrender which, if they aren't white peace, could easily be rejected. Zenith voting "no" doesn't mean they want more war and its ridiculous to think so. Zenith voting "no" means they don't want to accept those terms they voted on. Nothing more, nothing less.
