Preamble:

In order to form a more perfect Alliance, our once separate Nations begin a new journey towards common goals. This Alliance, known henceforth as Erebus, does hereby declare autonomy as a new and separate Alliance. In accordance with this document any, previous bonds are hereby dissolved upon this Independence.

Section I: Leadership within Erebus

A ) The High Council

The Government is the name of the group of bodies that will be voted on and decide policy within the Alliance. The High Council will be in charge of appointing directors, declaring war, and signing/cancelling treaties. They will each serve 3 month terms. These elections will alternate, with the Archon being elected in the first month of elections, the Minister of Foreign Affairs being elected in the second month, and the Minister of Internal Affairs being elected in the third month.These positions will not be up for election until the alliance reaches a total of 60 members.

President

The president of the alliance is the head administrator in the alliance. His chief duties are to manage the rest of the high council, and to act as the figurehead of the alliance as a whole.

The Minister of Foreign Affairs

The Minister of Foreign Affairs is the administrator over all foreign relations. His chief duty is to manage relations with other alliances. This includes appointing diplomats to different alliances to establish relations, or to handle various foreign affairs issues. He has the ability to appoint the Director of International Relations and the Director of Defense.

The Minister of Internal Affairs

The Minister of Internal Affairs is the administrator over all internal responsibilities. His chief duty is to manage economic development of the membership of the alliance, maintain order within the alliance, and to oversee the induction process. He has the ability to appoint the Director of Induction and the Director of Finance.

B ) The Senate

The Senate will consist of 1 member per every 20 members in the alliance. They will approve all appointments or votes by the high council with a 2/3 majority, including declarations of war, and directorate appointments. They will serve 2 month terms, and then will be elected by the general membership. The seats will be divided up into two different election phases, in which half of them are elected on month one, and the other half in month two.

C ) Orator of the Senate

Early on, there may be a split vote in the senate, In this case, the orator will act as a third senator to either establish a 2/3 majority, or to confirm denial of the senates vote. This position will be abolished once the alliance has reached 60 members, since it will no longer be required.

Section II: The Directoral Body

The Directoral Body handles the day to day management of the alliance and to that end is broken into five (4) specific ministries. Each position is appointed by a high council member, and then confirmed by a 2/3 majority vote of the senate. They serve 1 month terms, as appointed by the High Council.

Director of Defense

Realm: Military both Defensive and Offensive forces.

Duties: The Director of Defense shall be in charge of organizing the combat readiness and deployment of all nations within Erebus. This includes handling rogue attacks on Erebus nations, alliance-wide wars as well as defining standards for combat situations of Erebus.

Director of International Relations

Realm: Management of the Alliance's International Relations.

Duties: The Director of International Relations shall be in charge of running International Relations, namely, handling of the OWF, and maintaining contact with allies. He will serve as the Minister of Foreign Affairs right hand man.

Director of Induction

Realm: Internal Management.

Duties: The Director of Internal Affairs shall act as the leader over the applicant and induction process. He will serve under the Minister of Internal Affairs

Director of Finance

Realm: Financial Management of the Alliance

Duties: The Director of Finance shall act as the leader over the economic growth of members. This includes, but is not limited to: Tech Deals, Development Aid, Loans, and Debt Repayment.

Section III: Membership

Erebus will have two officially recognized AAs which we will defend.

* Applicant: Erebus Applicant

Applicants applying for membership in the Erebus for the first time will be required to meet a set of conditions as determined by the Minister of Internal Affairs. The High Council will vote on the applicant's acceptance, and will then inform the applicant of their approval or rejection.

* Member: Erebus

Those applicants that have completed the requirements for membership in Erebus, will be granted member status in Erebus. These members will have the military and economic assistance of the Erebus, and will be allowed a voice in internal elections and all other business of the Alliance.

Section IV: Rights of members of Erebus

The following rights are the fundamental rights of every member in the alliance, they are guaranteed as long as one is a member of the alliance.

1. Right of Blame: Any criminal act will be dealt with according to our own punishment systems and authorities. This right does not protect a member from being ousted from this alliance, it protects a member from being attacked or thrown out for scapegoat purposes. No alliance member can be thrown out unless there is a vote by the Senate with a 2/3 majority for removal. Once the said member is removed from alliance, then the Right of Blame no longer applies. Until then, any form of attack on the said member in question, is still considered an attack on this alliance. The only person allowed to forfeit this right is a Director for the duration of his/her term.

2. Right of Response: Every member gets a choice in the event if they get attacked. They can either go through diplomatic channels, and attempt to get repercussions, or they may skip the diplomatic process, and request immediate attack on the aggressor nation, provided that nation is not an allied one. If an allied nation seeks aggression on a Erebus member, the appropriate members will attempt a diplomatic resolution first.

3. Freedom of Sovereignty: Every member has the right to act as its own independent nation, unless its actions are in conflict with the goals of the alliance, or their actions serve to endanger this alliance, in which case the alliance will ask its member to cease its contrary undertakings.

4. The Right of Law: Members have the right to propose a law to add to our alliance, as the alliance works for the members, not the members working for the alliance. That said, a member will have the right to vote on changes to our constitution in the referendum, and run for any elected office. For any law to be considered, it must be seconded by 25% of the general membership.

Section V: Combat Policies During Peace Times

Peace time is defined as any time that Erebus or its allies are not in a declared state of war, either defensive or offensive, with another alliance.

Member nations of Erebus are subject to the orders of the currently serving Director of Defense or his appointed deputy/deputies/commanders in all matters relating to offensive or defensive action.

In peace time a war can be called upon another alliance with a unanimous vote from the High Council.

Members will be expected and required to respect the treaties and agreements to which Erebus is signatory.

Offensive actions in Peace Time

o No offensive war is ever allowed in peace time, regardless of alliance member count, alliance color and alliance affiliation.

Defensive actions in Peace Time

o Members attacked by another nation may request either a military or diplomatic solution with a stated amount for reparations. They may attack the aggressor while waiting for response from Erebus.

o Erebus can not guarantee a diplomatic solution but will attempt to the best of its capabilities, failing a diplomatic solution the member attacked can call on a military solution.

o If military solution is picked against the offensive nation attacking a Erebus member, said member can not request diplomatic solution at a later date once military action has begun.

o Members may come to the defense of an Erebus member by declaring on the attacking nation, but not permitted to attack until a military solution has been requested and authorized. This is to prevent Erebus members making the decision for Erebus members that have been attacked. However, n Erebus member who has not responded to an attack after 3 days will automatically be cleared for military assistance.

Section VI: Combat Policies During War Times

War time is defined as any time that Erebus or its allies is in a declared state of war, either defensive or offensive, with another alliance.

Member nations of Erebus are subject to the orders of the currently serving Director of Defense or his appointed deputy/deputies/commanders in all matters relating to offensive or defensive action.

In war time the High Council and Directorate will NOT be suspended during war. However, all war time decisions are in the hands of the Director of Defense, excepting declaration of war upon alliances or individuals which requires a unanimous vote by the high council, and approval by the senate.

Offensive actions in War Time.

o Members are allowed to attack nations carrying the alliance affiliation of an alliance that we have formally declared war upon.

o Members are allowed to attack nations that you have been *** to attack by your commander or higher military position.

o Members are allowed to attack nations that have attacked members of Erebus.

o Members may suggest nations to attack outside the parameters stated above, but need to wait for approval before attacking.

o Attacks on any nation that is authorized before the declaration of war time are to cease immediately. This includes attacks for technology, where you are required to request peace as soon as possible. Exceptions may be given by commanders or a higher position.

o Members found to be disobeying rules of engagement in times of war will be subject to review and probation if deemed necessary.

Defensive actions in War Time.

o All attacks on members of Erebus are to be handled militarily.

o No permission is required to attack a nation that is attacking a member of Erebus

Article One: Sovereignty

Both alliances will remain separate sovereign entities and have full control over their own internal affairs.

Article Two: Relations

In the spirit of this treaty, alliance members will act politely and cordially to each other in private and public. It is expected that alliances show a unified front in their foreign actions, however, this is not exclusively necessary.

Article Three: Duties required of The Order of the Paradox

The Order of the Paradox shall provide military aid to Erebus should they be target of an attack clearly offensive in nature. The Order of the Paradox will also offer support in any which way possible to Erebus in Her endeavors, whether it be internal or external in nature.

Article Four: Duties required of Erebus

Erebus, likewise, shall come to the aid--whether military or financial--of The Order of the Paradox should the latter come under attack. The nature of the aid will be decided by both governments. Erebus shall not enter into any pact or agreement with a foreign power or group, nor declare war or take offensive military action of any sort, without first obtaining the approval of The Order of the Paradox.

Article Five: Revision

This protectorate agreement will come under revision every three months. At this time members from each government will meet and discuss the benefits and ramifications of this treaty. Furthermore they will decide the future of this treaty alongside discussion of current possibilities that the treaty may entail.

Article Six: Termination

This protectorate may be canceled upon 72 hours notice by either signatory. After cancellation, both alliances shall abide by a four-day period of non-aggression.

Article Seven: Activation

This agreement shall come into effect upon the signature of this document by both alliance governments.

Congrazzz on your new alliance.... although I clearly preferred you didn't found it and rested with us.....

But I think you are A+-guys, and I'm sure you'll do fine.

I like the name and the flag.

If military solution is picked against the offensive nation attacking a Erebus member, said member can not request diplomatic solution at a later date once military action has begun.

So... A + B = Once a war starts there won't be peace until one of the two alliances disbands as you won't accept diplomatic actions?
