The Grand Master holds final executive power over the Paradox Council. The Grand Master, as chief executive, is responsible for representing the alliance in international negotiations, coordinating the operation of the Paradox Council, determining the administrative policies of the Order, acting as Commander in Chief of the Order's military, and seeing to the enforcement of this Charter.[/indent][/indent][/indent] [indent][color="#FF8C00"][b]B.[/b][/color] [indent]Council Ministers [indent][color="#FF8C00"]1.[/color] Grand Chancellor [indent]The Grand Chancellor shall have the power to coordinate negotiations with other alliances and nations. The Grand Chancellor shall make suggestions regarding foreign policy to the Grand Master and General Assembly and provide assessments of possible threats to the Order. The Grand Chancellor shall also have the power to appoint and control ambassadors. Ambassadors are responsible for negotiations with other alliances and non-member nations. The Grand Chancellor shall have a term lasting two (2) months.[/indent] [color="#FF8C00"]2.[/color] Grand Hospitaller [indent]The Grand Hospitaller is responsible for admission of new Order members, coordinating non-military aid between members, resolving conflicts between Order members, and aiding the Grand Master in enforcing this Charter. The Grand Hospitaller shall have a term lasting two (2) months.[/indent][/indent][/indent][/indent] [indent][color="#FF8C00"][b]C.[/b][/color] [indent]Order of Succession [indent]In the event of an emergency and position of Grand Master is vacant, the following order of succession will be followed until the vacancy is filled: [indent][color="#FF8C00"]1.[/color] Grand Master [color="#FF8C00"]2.[/color] Grand Chancellor [color="#FF8C00"]3.[/color] Grand Hospitaller[/indent] Should a member of the Paradox Council expect to be temporarily absent (s)he shall appoint a substitute for his or her role during his or her absence. Should the position of Grand Chancellor or Grand Hospitaller become vacant the Grand Master shall appoint a replacement. Should the position of Grand Defender or Councilor at Large become vacant the Grand Master shall appoint a replacement. Should the position of Grand Legate become vacant the Grand Chancellor shall appoint a replacement. Should the position of Grand Treasurer or Grand Inductor become vacant the Grand Hospitaller shall appoint a replacement. Replacements must be confirmed by a majority vote of the General Assembly. The confirmation vote shall last 48 hours. [/indent][/indent][/indent] [color="#FF8C00"][size="5"]Section 2:[/size] [size="2"][u]Non-Voting Council Members[/u][/size][/color] [indent]In addition to the Grand Master, Grand Chancellor, and Grand Hospitaller, who comprise the voting members of the Council, there shall also be five non-voting members of the Council. These non-voting members may be consulted on any Council business, and are entitled to all the privileges and accesses afforded to the voting members of the Council, however they may not vote on matters that require a vote of the Council, and they may not second motions that require a second by the Council or its members.[/indent] [indent][color="#FF8C00"][b]A.[/b][/color] [indent]Grand Defender [indent]The Grand Defender shall have the responsibility for organizing TOP action in hostilities, tracking wars involving individual member nations, coordinating military assistance between member nations, advising the Grand Master on military matters, and assisting in threat assessments. The Grand Defender shall be appointed by the Grand Master and confirmed by majority vote of the General Assembly. The Grand Defender's term begins when confirmed by the General Assembly, and ends when his or her successor receives confirmation.[/indent][/indent][/indent] [indent][color="#FF8C00"][b]B.[/b][/color] [indent]Grand Legate [indent]The Grand Legate shall act as an assistant to the Grand Chancellor in the operation and supervision of the diplomatic corps, he may also, at the discretion of the Grand Chancellor, assist in other functions in the area of Foreign Affairs. The Grand Legate shall be appointed by the Grand Chancellor and confirmed by majority vote of the General Assembly. The Grand Legate's term begins when confirmed by the General Assembly, and ends when his or her successor receives confirmation.[/indent][/indent][/indent] [indent][color="#FF8C00"][b]C.[/b][/color] [indent]Grand Treasurer [indent]The Grand Treasurer shall have the responsibility of organizing the financial activities of The Order of the Paradox, both internal and external, he may also, at the discretion of the Grand Hospitaller, assist with other responsibilities of the Grand Hospitaller. The Grand Treasurer shall be appointed by the Grand Hospitaller and confirmed by majority vote of the General Assembly. The Grand Treasurer's term begins when confirmed by the General Assembly, and ends when his or her successor receives confirmation.[/indent][/indent][/indent] [indent][color="#FF8C00"][b]D.[/b][/color] [indent]Grand Inductor [indent]The Grand Inductor shall have the responsibility for the induction and training of new members. The Grand Inductor shall be appointed by the Grand Hospitaller and confirmed by majority vote of the General Assembly. The Grand Inductor's term begins when confirmed by the General Assembly, and ends when his or her successor receives confirmation.[/indent][/indent][/indent] [indent][color="#FF8C00"][b]E.[/b][/color] [indent]Councilor at Large [indent]The Councilor at Large shall have general governmental and ministerial duties. His primary responsibility is serving as an effective liaison between the General Assembly and the Council, he may also, at the discretion of any member of the Paradox Council, assist with that member's responsibilities. The Councilor at Large shall be elected by the General Assembly in a separate election held after the general elections described in Article III. The Council at Large's term begins when elected, and ends when the next government takes office.[/indent][/indent][/indent] [color="#FF8C00"][size="5"]Section 3:[/size] [u][size="2"]The General Assembly[/size][/u][/color] [indent][color="#FF8C00"][b]A.[/b][/color] [indent]All Order members in good standing, having accumulated at least 15 days in the Order and having fulfilled all requirements stipulated by the Paradox Council, shall be admitted to the General Assembly, the Electoral and Preliminary legislative chamber of the Order. Each member of the General Assembly holds one vote. This provision shall not apply retroactively to those members of the Order currently admitted to the General Assembly.[/indent] [color="#FF8C00"][b]B.[/b][/color] [indent]An Order member may at any time move to introduce new legislation, amend existing legislation, or remove existing legislation, and invite other members to second that motion.[/indent] [color="#FF8C00"][b]C.[/b][/color] [indent]A motion to amend the Charter seconded by two Council members is brought to plenary vote, and is implemented with a 2/3 majority of active General Assembly members. This vote shall last for no less than 96 hours, and the General Assembly shall be informed of the vote before the vote begins.[/indent] [color="#FF8C00"][b]D.[/b][/color] [indent]Any other motion seconded by at least seven (7) members of the General Assembly is brought to the Heptagon for vote. A motion may only be brought to Heptagon vote once per session of the Heptagon. The Paradox Council shall be responsible for deciding whether a motion has been brought to vote before through 2/3 majority vote of the Council.[/indent] [color="#FF8C00"][b]E.[/b][/color] [indent]Vote of No Confidence [indent][color="#FF8C00"]a.[/color] A member of General Assembly, for any reason, may motion for a Vote of No Confidence in any official of the Order, including but not limited to the Paradox Council, members of the Heptagon, members of the Chancellery, and members of the Knights Hospitaller. [color="#FF8C00"]b.[/color] A motion for a Vote of No Confidence shall be submitted to the General Assembly for vote when seconded by at least seven members of the General Assembly. [color="#FF8C00"]c.[/color] A Vote of No Confidence shall last for no less than 72 hours. Should a Vote of No Confidence receive at least a 2/3 majority, the vote passes and the official in question shall be immediately removed from office.[/indent][/indent][/indent] [color="#FF8C00"][size="5"]Section 4:[/size] [size="2"][u]The Heptagon[/u][/size][/color] [indent][color="#FF8C00"][b]A.[/b][/color] [indent]The Heptagon is the voting chamber of The Order of the Paradox, made up of seven (7) members elected from the General Assembly. No person may simultaneously hold membership in the Heptagon and the Paradox Council. Should a Heptagon seat become vacant the eligible candidate with the most votes in the most recent election shall assume the vacant seat. All treaties and motions receiving the necessary number of seconds must obtain a majority vote of the Heptagon before becoming Order law.[/indent] [color="#FF8C00"][b]B.[/b][/color] [indent]All Heptagon voting shall be made in public and viewable to all GA members. It shall not take the form of a poll, rather all votes shall be cast through forum posts. In addition to their vote, Heptagon members are encouraged to supply a reasoning or justification for their decision. Heptagon votes shall last for at minimum 24 hours, or until a majority that would hold with all members of the Heptagon having voted has been reached. Should a Heptagon vote last 72 hours without all members of the Heptagon having voted the vote may be ended by majority vote of the Paradox Council.[/indent] [color="#FF8C00"][b]C.[/b][/color] [indent]Heptagon membership holds a term of three (3) months. Terms shall be staggered such that no more than three (3) and no less than two (2) Heptagon seats are up for election during a single month.[/indent] [color="#FF8C00"][b]D.[/b][/color] [indent]The Grand Master shall have veto power over all passed legislation. A veto may be overturned by a 2/3 majority vote of the General Assembly.[/indent][/indent] [center][color="#FF8C00"][size="7"]Article III: Elections[/size][/color][/center] [color="#FF8C00"][b]A.[/b][/color] [indent]Election Cycles [indent][color="#FF8C00"]1.[/color] Elections for the positions of Grand Master, Grand Chancellor, and Grand Hospitaller shall occur at the beginning of every even-numbered month. [color="#FF8C00"]2.[/color] Heptagon elections shall occur at the beginning of each month, with no more than three (3) seats and no less than two (2) seats up for election during an single election.[/indent][/indent] [color="#FF8C00"][b]B.[/b][/color] [indent]Elections shall consist of nomination, campaigning, and voting phases, on a schedule determined by the Grand Master or his designee, but no phase shall last less than 72 hours.[/indent] [color="#FF8C00"][b]C.[/b][/color] [indent]Only members of the General Assembly are eligible to be nominated for a Heptagon or Council seat. Any nomination that is seconded by another General Assembly member and accepted by the nominated individual is moved forward to the campaign and voting phases. Should a member be nominated for multiple positions he or she must choose one position to run for.[/indent] [color="#FF8C00"][b]D.[/b][/color] [indent]The Grand Master is responsible for the coordination and transparency of all elections, with the exception of any election in which he or she runs. In the case of the Grand Master running for election the highest ranking member of Council that does not run for the position in question shall be responsible for the transparency of the election for that position. Alternatively, a member in good standing that does not run and is seconded by all candidates may assume responsibility for the transparency of the election for that position.[/indent] [color="#FF8C00"][b]E.[/b][/color] [indent]General Assembly members may cast one vote for each Office. In the case of Heptagon elections, each assembly member may cast one vote for each seat up for election.[/indent] [color="#FF8C00"][b]F.[/b][/color] [indent]The member receiving the most votes in each election is appointed to the position for which the election occurred. In the case of elections for Heptagon, open Heptagon seats shall be assigned in descending numerical order starting with the most voted nation and descending until there are no open seats. In the event of a tie, the Grand Master will cast a tie-breaking vote.[/indent] [color="#FF8C00"][b]G.[/b][/color] [indent]The Grand Master shall certify and post election results as soon as possible. Should the Grand Master be unable to do so the Grand Chancellor or Grand Hospitaller shall certify and post the election results in place of the Grand Master. Election winners may enter into office immediately or may arrange a transition period of not more than 72 hours.[/indent] [center][color="#FF8C00"][size="7"]Article IV: War[/size][/color][/center] [color="#FF8C00"][b]A.[/b][/color] [indent]The Order endorses peace amongst its members, therefore signatories are prohibited from conducting unauthorized attacks against any nation.[/indent] [color="#FF8C00"][b]B.[/b][/color] [indent]Should a member nation be the victim of an attack, all Order members pledge to rally their full military and economic powers in defense of the attacked nation, aiding reconstruction and war efforts to the best of their abilities.[/indent] [color="#FF8C00"][b]C.[/b][/color] [indent]Member nations shall not declare war or conduct attacks on any nation unless: [indent][color="#FF8C00"]1.[/color] The member nation has been attacked by the target of the declaration or [color="#FF8C00"]2.[/color] The member nation has consulted and obtained express permission by a majority of the Paradox Council or [color="#FF8C00"]3.[/color] The member nation has consulted and obtained a full alliance declaration of war from The Heptagon signed by the Grand Master.[/indent][/indent] [center][size="7"][color="#FF8C00"]Article V: Foreign Aid[/color][/size][/center] [b][color="#FF8C00"]A.[/color][/b] [indent]The Order offers aid to any member nation who seeks it, where it does not endanger the security and financial stability of other member nations.[/indent] [b][color="#FF8C00"]B.[/color][/b] [indent]Non-member nations may request aid from the Order, and the Order shall grant such aid upon the determination of the General Assembly.[/indent][/quote] Finally, I am pleased to announce we have finally decided on a forum PiP, although those who truly pay homage to Johan may be disappointed. As far as your statement about that peace not directly involving C&G, that depends on your definition of [i]directly[/i], and while I do not wish to dive too far into battles of semantics I will state that given that the peace being held up involves C&G and that the holdup was allied to MK and presumably still holds a close relationship with MK one could make a case that C&G [b]is[/b] directly involved.
