[/quote] SCM is not a member of any govt..so that is his personal statement Is this your personal statement or your alliance statement? are you govt of your alliance? do you know every govt member in every alliance? so how do you explain a statement from someone..its from his alliance or his personal statement? answer this and you'll know that we need official statement with flag to inform such an important information like this. [/quote] Generally if it seems unclear if an alliance is being protected or not, you go to the alleged protector to clarify rather than raiding them anyway.
