USN asks it's members to vote for Wiccan, just because it was the best chance at the time of getting a non-SF senator. (Looking at the votes he's still the best chance of keeping SF out the senate it seems.) Cute to see you were in GOD long enough for the crybaby attitude of SF to rub off.

Would it be possible to do it? Yes, put something in your charter/whatever about "members aren't allowed to own nukes" and "we won't sign treaties with alliances that have nukes". Would it be feasible? I'd say not, I'd suggest you'll not get that many members and that you'd have difficulty finding a protector or other allies to support you as soon as another alliance decides to attack you.

Don't particularly see any precedents being set here. Some people don't try diplomacy at all, some people will give it one chance then go to plan B, some people will give it lots of attempts (usually depends on exact circumstances.)
