We'll rebuild to "relevancy" in no time. With the size of most war chests it is easy to get 10k infra and 5k tech within a year or so, if even that long. But when it comes to the supertier of nations they can't get rid of their hundreds of thousands of tech even if they tried, meaning they can do absolutely nothing of value. This is what you replied to patting yourself on the back for a one time spurt of activity that everyone knew wouldn’t last. You should look at aid usage outside of war since we were discussing it and it’s 99.99% of the time in the game and is highly relevant to how the giant nations can do absolutely nothing of value.
