Also, we have cake and tea after school. We will be rocking Red. [size=5][b]Membership[/b][/size] [u]Admission[/u] Nations wishing to join Houkago Tea Time shall post an application on our forums using the application form provided. Applicants shall change their AA to "Houkago Tea Time Applicant" and swear loyalty to the Band, the Record Label, the Fan Club, and the Charter. After they pass a background check, applicants shall be made honorary members of Houkago Tea Time and will be allowed onto the AA. [u]Training[/u] All newer fans will be mentored directly by older fans or by members of the Band. They will be trained using a library of HTT's music, music videos, and nation-building guides. [u]Discipline[/u] The Band hates expelling members of their fan base, but if a member is found engaging in acts against Houkago Tea Time (ex. espionage, libel, etc.) or against other nations without authorization (ex. raiding, spying, etc.) they will be disciplined and will be tried by the Record Label. If the offense is serious enough to threaten the safety of all Houkago Tea Time members, the member will be expelled immediately. [size=5][b]Alliance Structure[/b][/size] [u]The Band[/u] At the heart of Houkagou Tea Time will be the Band, which will execute and enforce the laws and provisions of the alliance as ordained by legislators. They are tasked with the responsibility to maintain good relations with HTT's allies and with HTT's fans and groupees. They will also have the authority to issue Executive Orders and to veto proposals by their fans. The Band will consist of the following positions: Lead Guitarist (Head of State/Government; Commander in Chief) b/c she's the cutest of all and the most skilled :3 Bass Player (Second in Command) b/c she's also really kawaii desu, makes a great maid, and sings most of the songs 2nd Guitarist (Propaganda) b/c her moeshake brings all the nekkos to the yard... Azu-nyan <3 Drummer (Defense) b/c she's energetic and hotheaded, which is good for war Keyboardist (Internal Affairs) b/c she brings us together with cake and tea The Lead Guitarist shall be subject to elections on a trimonthly basis (that is every three months). She will then appoint bandmates with approval from Mio's Fan Club officers. The Lead Guitarist will also have the power to issue executive orders, fire Bandmates, and to declare a state of emergency, lasting the duration of a war or for the duration of the emergency, with approval from Mio's Fan Club. In this case, certain parts the Charter will be suspended temporarily and the Lead Guitarist will be given supreme authority to carry out the functions of government. However, tea and cake will always be served after school and the Manager can end a state of emergency should the Lead Guitarist "go too far", which could mean any number of things and is up to the Manager's interpretation. [u]The Record Label[/u] The Record Label shall hold the sole authority to declare certain acts by the legislative and executive branches unconstitutional and strike them down should they contravene the charter. The Record Label will also settle disputes between members in a formal context should the need arise. It shall consist of the following offices: -Manager and CEO (Chief Justice) b/c she makes sure all the girls behave -Co-Manager and Former-Death Metal Bandmate (Associate Justice) b/c they help the Manager make the right decisions and keep her company There will be a maximum of four Former-Death Metal Bandmates who will be appointed in increments of two to prevent ties. The Band will nominate the Manager and the Co-Managers individually by a simple majority vote. Mio's Fan Club will review the appointments and either approve or reject them. [u]Mio's Fan Club[/u] Mio's Fan Club shall consist of all members of HTT outside of the Band and the Record Label. It shall wield the ability to pass laws as they deem fit provided they fit within the framework of the charter. Mio's Fan Club shall also consist of several central offices elected by the membership as follows: -President/Stalker (Speaker) b/c she shall love Mio so much that she will drop out of college to dedicate her life to Houkago Tea Time -Councillor/Groupie (Chairperson) b/c they will head a special committee dedicated to their love for Mio There will be a maximum of six Groupies who will be appointed in increments of two to prevent ties. The Stalker and the Groupies will be elected on a bimonthly basis (every two months). Mio's Fan Club will have the necessary power to make laws for executing the functions of the legislature (Just kidding, they only worship Mio and the Band). [u]Impeachment[/u] If any government member is found incompetent, guilty of some heinous act against Houkago Tea Time, or fails to use tildes and desu, they can be impeached by a simple majority of the membership in an impeachment vote. Following impeachment, the Manager and two Former Death Metal Bandmates will preside over the trial and, if it comes to it, conviction. If the Manager or a Former Death Metal Bandmate is on trial, they will be tried by temporary court formed by Mio's Fan Club with legal advice from members of the Record Label not on trial. Following impeachment, replacements will be appointed to fill the missing positions and the Record Label will determine whether further discipline is necessary. [size=5][b]Amendments[/b][/size] But why would you want to amend this? It's so kawaii~ :< Okay fien.
