I don't see why you don't just fight him, I almost hit ZI (150 infra was my lowest) with no warchest left in the last war and I'm already up to 4k infra again. Its not like you have much to lose dueling him.

Methrage, the lack of factories/trades would deter me personally. Can't really do much without them.

Also, you should wait a few weeks fix everything up and then duel.
