The fail whale represents UPN's overall policies internal and external. The ghosts represent the ghosts they're using to buoy up their whale of an alliance. Finally, BAPS appears menacingly on their flag representing the constant fear that overshadows their alliance, causing their fail whale to flee to the right of the flag.
