It's a bit of custom CSS. You can do it with Opera (I think, may have just been JS you could do with that), or with an add-on in FF.

Since I use Chrome, I use the extension "Chrome Stylist" which just does custom CSS. In Firefox you can use Stylish. If you're using IE... upgrade to Chrome/FF.

Yes, my TOP skin was done with the Stylish addon for Firefox which allows you to use your own CSS code for a page. I just installed Google Chrome so I haven't experimented with addons that would do something similar to that. If you need any help just ask, although I've been real busy lately. :S

Took me about an hour to customize it to fit UPN's style. Urmom was given the due amount of credit in the announcement

To those wondering, the instructions are:
1. Download the Stylish Firefox Addon
2. Open up the CN homepage, click the Stylish icon (bottom right) and click "Write New Style" >> "For www.cybernations.net..."
3. Go to http://abdur92.webs.com/UPN.css and copy and paste all that into the box that opened up
4. Name it and save.

There's an extension for Chrome called Stylish which works in the same way, the only thing is you have to remove the line "@-moz-document domain("www.cybernations.net") {" because there's a box in the extension where you put the web address.
