From MediaCorp's headquarters in Manhattan, an announcement was put forward today. The press release read:

"It is with great pleasure that we announce the commencement of the fifth Cup of Nations. After the fourth games fell apart due to the instability of the host nation, we are excited to move forward and crown a world champion once again in football. The Empire of Pravus Ingruo will once again host the matches for the Cup, as they have come out of their recent bout of instability. The tournament will be an important part of the nation's push to rebuild and regrow their economy. Sign ups for the 16 or 32 team tournament will begin immediately."

OOC: With the upheaval that happened during Cup of Nations IV, that is basically being seen as never being finished. For everyone's records, the Athenian Federation, Kingdom of Cochin, Empire of Pravus Ingruo, Marscurian Siberia, Monaco, Sri Lanka, Maritime Republic of J Andres and Transvaal made it out of the group stages. Sri Lanka def. Athenian Federation (AF didn't have their starting keeper), Transvaal crushed the Empire of Pravus Ingruo, Monaco beat Cochin on PKs, Siberia beat J Andres in the Quarterfinals. Sri Lanka beat Monaco and Transvaal beat Siberia in the semi-finals. Sibera beat Monaco in the 3rd place game. Sri Lanka beat Transvaal 5-4 on PKs in the final.

To try and create a more level playing field for all the new nations, the highest team rating will be 3 stars. 3 star teams will only go to nations who have been around a while and played in multiple Cups. No nation will have lower than a 1 star team.

New this time will be an "RP bonus". I don't have the time to write up each match report any more. So, I will only be posting the final score, who scored, and any bookings. It is up to the players to "RP" what happened (basically write up your own match report). You don't have to, but those who do will receive a bump in the ratings at the end of everything. Basically, you don't get hurt for not doing it, but you can receive up to a 1 star bonus on your next team if you do quality RP.

Also new this time will be revamped standings. Instead of simply showing the team name, points, etc. I will be incorporating national flags into the mix. I will also show a bracket with the national flags. This will make things more visual and hopefully encourage people to be more involved in the RP aspect of it because it means more national pride seeing your flag there.

OOC: This is something I've been tossing around in my head for a while. In the real world, soccer's world rankings change because one team gets better than another, gets better, younger players, one of their players has a skill improvement, older players lose skill, etc. Each team is given their star rank for a team based off their world ranking. My thought is for once all teams have signed up, a random number between 1 and 5 would be given to each team by a random number generator. 1 = lose a star off that ranking, 2 = lose a half star off that ranking, 3 = no loss or gain, 4 = gain a half star on their ranking, 5 = gain a full star on their ranking. What this would mean is that a 3 star team could either improve to a four or decrease to a two depending on the random number thing. Random numbers would be assigned in the order teams signed up in (so if we had 16 teams, I'd generate 16 random numbers, and assign them in order).

Just a thought as a way to make the playing field more random/exciting. Let me tell you, nothing was more boring than seeing my team build up an insurmountable lead at the number 1 spot with straight Cup victories. I was so excited when Transvaal beat them... and so dissapointed when Transvaal still wasn't close to overtaking the #1 spot.
