The Circle grew in strength and numbers, showing outstanding courage and knowledge far beyond their members' years. Many in The Circle found the secret to flight unhindered by altitude: weapons-grade uranium mixed into the wax which provides a bonding strength that rivals any previous known recipes. Regarding Alliance Sovereignty... Sparta and The Circle of Icarus now realize that together they are an unstoppable force, but also that they are still two separate and distinct entities. Neither Sparta nor The Circle of Icarus will take any action that would threaten to violate the sovereignty of the other signatory. Regarding Inter-alliance Relations... Due to the strong Greek tie shared by both signatories' history, Sparta and The Circle of Icarus agree to refrain from any acts of aggression towards each other, be it raids, wars, or any form of spy action. Should one signatory commit such an act of aggression against the other and the act is proven to be premeditated and endorsed by the offending's government, then the terms of this pact are immediately void. Regarding Defense... The Circle of Icarus and Sparta have each other's back. Should any hostile force attempt an attack on The Circle or Sparta, the other signatory will come to its defense. If a conflict arises in which a military first strike is the only action deemed worthy, both parties reserve the right to come to each other's aid in such a war. Should Sparta or The Circle of Icarus initiate an aggressive conflict without notifying the other signatory prior to the actions, then mutual aggression may be denied. Regarding the Sharing of Information... The Circle and Sparta agree to share any information that could be deemed as critical to the security of the other, and both will respect any request from either to keep the aforementioned information confidential. Regarding Termination of This Pact Should either the Circle or Sparta decide to waive these offerings for whatever reason, they must notify the other prior to doing so. Once the other has been notified, they will expire seventy-two hours afterward. If this pact is suspended prior or during the cancellation period, the suspension will still be valid during the cancellation period.
