Keve69 Posted November 10, 2009 Report Share Posted November 10, 2009 Greetings Cyberversia, Over the past few weeks, my dedicated team and I have been slaving away at a project of great magnitude... For the past few weeks we have been neglecting our own alliances; because what we sought to accomplish, was for the betterment of not just the alliances present in this announcement or the inevitable plethora of additional members.... but for the good of the Cyberverse in its entirety. What we have sought to accomplish here, is an institution the likes of which Cyber Nations does not possess, sadly, to this day. For all intents and purposes, the economy and global market of CN runs off the trade of a single resource: technology. One of the critical components of alliance power and development, the trade of technology has reached astronomical heights. For an industry that big, why then, is there no form of regulation? Coercion, tech thefts, late deals, tech farming and abuse all run rampant; this treaty is an attempted first step in the creation of a global tech selling institution. This institution will attempt to bring as many tech selling alliances under one roof as possible, in order to give tech buyers a single stop where they may go to secure large quantities of technology, at prices dictated by the market and most importantly where they know they will receive what they pay for. The idea is not a new one, the Guru Order(GO) and the Union of Integrated National Entities(UINE) had shared the dream of seeing such an institution see light as early as last April. While the overall goal was in many respects the same, this proto-TSU (Tech Sellers Union) however, was refrained to a much smaller scale and was more akin to a tech-selling cooperation pact between UINE, GO and a few select others than an actual attempt at ensuring the fair deal of tech selling worldwide. Also, that original agreement was much more binding and intricate than the current free-flowing and transparent treaty which I have been humbly chosen to present today. The UINE-GO proto-TSU agreement eventually ended up being buried in the political clamour which preceded the Karma War as our individual priorities shifted. Several months later, I was engaged in a conversation with Enrage of the World Federation (wF) and the idea suddenly struck me again! At that point, the development of the Tech Sellers Union, in its current form, began. Over one month later, I am happy to announce the beggining on the Tech Sellers Union! More explanations to follow after the treaty: Tech Sellers UnionPreamble: In the interest of promoting the growth and economic development of tech selling alliances around planet Bob, the undersigned alliances hereby announce the creation of the Tech Sellers Union (TSU). The purpose of which is to regulate the sale of technology in Cybernations in an effort to ensure the honouring of tech deals and the fair negotiation of large amounts of tech transfers. Article I: Sovereignty All signatories of this pact agree that they enter this pact as independent entities and will remain as such. Furthermore, it is agreed upon by all, that constituents of the TSU will retain economic sovereignty. What this entails is: a) All signatory alliances will have the freedom to choose which contracts they will fulfill. B) All signatory alliances will manage the completion of their contracts independently. c) Individual alliance policies regarding selection of sellers, methods of technology expedition or possibility of cyclical deals with buyers may be maintained. d) All unfulfilled deals will be considered the sole responsibility of the alliance orchestrating the deal in the first place. Neither other signatories nor the TSU may be held responsible for these failings. e) Any prior tech deal arrangements with long-term business partners or allies will be respected and the continuation of these deals is a matter of constituent choice. Article II: Creation of a Global Technology Marketplace The creation of the Tech Sellers Union goes hand in hand with the creation of a global marketplace regulating the sale of technology. This marketplace will take the form of a forum, through the use of which, all signatories of this pact agree to sell their technology. Buyer will submit orders for technology at the technology marketplace where selling alliances will decide to fulfill the contracts. Article III: Negotiations Regarding Technology Orders All orders will be submitted publicly and all ensuing negotiations over their price will happen publicly; this will ensure that both sides know the trends of the market and that neither side can profit from the other’s naivety or lack of information. Furthermore, sellers agree to post a public notification once they have agreed to fulfill a tech order. Article IV: Costs, Tariffs, Fees, Methods of Delivery and Sales of Tech Regulation In order to allow constituents to retain their autonomy, as well as allow itself a degree of adaptability and flexibility, the TSU will not enforce a specific benchmark price for technology or any other regulations on how techdeals are fulfilled. However, members may agree to certain norms regulating their sale of tech if they so wish to; the extent of these regulations are at the members discretion. Article V: Coordinated Response in Case of Buyer Aggression The TSU is not a military union, however, it is understood that aggression, coercion or intimidation against a signatory, if left unchallenged, sets an unacceptable precedent. To this end, any aggressive war undertaken by a third party against a signatory of this pact will result in an embargo of technology to that third party. If a buyer alliance can be shown publicly to have tried to intimidate, coerce or negotiate privately with a signatory in a way which violates the spirit or provisions of this treaty, that buyer will also face a termination of technology exchanges. Article VI: Temporary Termination of Operations in Case of Global Conflict It is understood that the different signatories of this pact will have different loyalties, allies and political considerations. In order to prevent this union from being destroyed by political fragmentation, it is agreed that in the case major global conflict, the Tech Sellers Union would temporarily cease to function as a unit until the conflict were resolved. During this time, all members will be free to pursue the sale of tech individually. The members will decide to temporarily suspend the operations of the TSU whenever they feel it necessary and until they judge the global situation to be more favourable. Article VII: Conditions for Membership and Admittance of New Signatories In order to qualify as a new member, an alliance must have an ANS below 10,000 and be predominantly filled with tech selling nations. Additionally, if an alliance, at the moment of entry into the bloc, has less than 20 nations it will be granted entry as a junior member. Junior members will be allowed to use the forums and to accept contracts ranging up to a total of 1000 technology. Junior member will become regular members the moment they reach 20 nations. Any alliance filling these conditions may submit an application to the TSU, if no major issues or concerns are raised, or remain unresolved, by the existing members within a week the applicant may consider itself a constituent of the union. Article VIII: Leaving the TSU If a signatory feels that this organization no longer benefits it or that it should no longer be part of the TSU for any reason, it may decide to leave the organization. At this point they will be considered a signatory for another 72 hours before their departure is officialised. Article IX: Amendments The signatories of the TSU agree that the future is uncertain and that modifications may have to be made to this treaty. As such, any potential amendments will have to accept by all full members of the TSU, only then will they be ratified. On a day-to-day basis this is how the whole operation will function: a buyer alliance (or even to a certain extent an individual) will head over to the TSU's forums and post an order, this order will contain information such as the amount of tech desired, the offered price, preferred format, etc. All this information will be posted on a public forum where all may see, in order to give everyone a taste of how the market is working and to prevent to ensure that no small alliance's naive beliefs can be used against it, turning it into a helpless tech-slave. Following this any of the member alliances will be have the opportunity of choosing to fulfill the contract, any further bargaining and negotiations will also happen in public. When both sides are satisified the deal is set. On another note, the Tech Sellers Union, will also try (insofar as possible) to implement a modified system currently employed in UINE designed to guarentee 100% of the tech sold. Now for the sake of brievity I will not delve into the specifics of it here but if you wish to know please seek me out on IRC, #UINE, and I will be happy to explain the exact workings in detail. Let it be known, however, that for the first few days this policy will NOT be in effect as all the alliances involved will be working to get the whole system sorted out (available manpower will be required elsewhere). Furthermore, as it stands, the Tech Sellers Union regroups over 850 nations of which, at the very least, well over 700 can be considered dedicated sellers. There still remain a great many alliances out there who have a place in this organization and who, for diverse reasons, could not make this announcement. If your alliance is new to Cyber Nations or predominantly seller based please contact me, any of the leaders of the other member alliances or visit our forums as quickly as possible in order to become part of this (there are many benefits we will wish to discuss with you and which will make your joining worthwhile). Also, you may want to know that the organizations boards will be located at: www.techsellers.info While you may start posting your orders tonight there is obviously no guarentee when they will be fulfilled. Additionally, we will demand your patience in the first few days as we work the kinks out of our system and set the whole operation working smoothly! If you're reading this, know your way around CN finances, are looking for an alliance and want the challenge of helping run the biggest tech selling organization around, then I ugre you to join any of the alliances currently members of this pact (including UINE ) so we can get you to work as soon as possible. One more important note, the alarming practice has been spreading around CN of mass-messaging alliance members in order to do tech deals; this even after alliance leadership has informed the buying party that it will not or cannot do deals at this time. If this is to happen, consider yourselves warned, all members of the Tech Sellers Union will consider it an agressive action under article V; as it is an attack directed against alliance economic sovereignty. As such all alliances found doing this may be banned from dealing with the TSU and all money sent will not be reimbursed. Also, as stated in Article V all negotiations in private channels (anywhere other than www.techsellers.info) may result in getting your alliance banned from dealing with the TSU. Also note, that the clause in Article VII that states that to join a new member must be below 10K ANS is still in review and may be modified. We are also still debating at which point we will no longer consider an alliance as 'tech selling' and when they will unfortunately have to leave. This pretty much does it, we will be taking questions in this thread and I am also available on IRC should you have other concerns or questions. I've never known of a seller complain that the buyer didn't pay up as agreed, while anyone who has participated as a buyer in more than 10 tech deals will probably have found themselves ripped off at least once with either late tech, a deliberate scam or inactivity on the part of the seller. Therefore, it seems odd to me that it would be necessary for tech sellers to band together like this for security, seeing as they generally get the cushy end of the stick most of the time. Maybe this will prove to increase the reliability on the part of the tech sellers, which would be a welcome improvement from my point of view. Thats indeed one of he things we set out to correct.... Im a buyer personally and that type of behaviour must be eradicated or at least minimized....
