The Rainbow Federation is a multi-colored micro-alliance founded on the principles of Peace, Friendship, and Fun. It is our goal to develop strong friendships within, and outside of our alliance. We do not seek a large membership, fame, or a future sanction, but to ensure a peaceful, co-existence with our fellow cyberverse citizens. Now, without further adieu, I present our credentials. Rainbow Federation Charter Preamble: The Rainbow Federation shall be a multi-colored alliance, bearing the will of its membership in mind, and keeping true to the founding principles of a peaceful existence, creating strong bonds of friendship within, and outside the alliance, and, ensuring a fun atmosphere for those under our banner. Article I: Policy The Rainbow Federation is a multi-colored, peaceful alliance, with the intentions of forming strong friendship bonds within its membership, and with the outside world. The Rainbow Federation condemns the use of Nuclear Weapons for anything other than Deterrence, and as a retaliatory strike weapon. Tech-raiding is forbidden, plain and simple. Article II: Government S1; The Government shall comprise of three elected positions, and one non-elected position. The sections of Government are as follows. S2: Head of State; the Head of State is a non-elected position, and is responsible for filling empty spots in the alliance government until proper elections can fill said positions. The Head of State may approve Diplomatic treaties with the agreement of two of the three Secretaries. The Head of State is portioned any powers, and abilities not already taken upon by the Secretaries. S3: Secretary of State; The SoS is an elected position, and is responsible for initiating, and maintaining proper diplomatic relations with foreign entities, and maintains the Embassy Row. S4: Secretary of the Interior; the SoI is an elected position, and is responsible for ensuring domestic tranquility, providing for the economic needs of the alliance, and works to bring more friends to the alliance. S5: Secretary of Defense; the SoD is an elected position, and is responsible for ensuring the defense of the alliance, and organizing, and training, members for the RF Defense Force. Article III: Membership S1: Membership Code of Conduct; Each member is to show respect, and act in an honorable way to people within, and outside of the Alliance. S2: Membership Rights; a: Members are guaranteed the right to freedom of speech so long as it does not bring dishonor, or harm to themselves or the alliance as a whole. b: Members are free to govern their nations internal affairs as they see fit, but, must have the consent of the Secretary of the Interior before sending aid to nations outside the Alliance. c: Members have the right to secede from (leave) the alliance any time they wish, but are asked to give twenty-four hours notice to the membership as a whole. d: Members may not declare war upon any nation without the prior written consent of the Secretary of Defense, or Head of State. S3: Requirements for Membership; Applicants, and those seeking membership must meet the following requirements: a: Not be on any Alliance ZI, PZI, or EZI list or at war. b: Have their AA set to 'Rainbow Federation' prior to applying for membership. c: Understand the Charter, and Code of Conduct. Article IV: Elections, and other things. S1: Elections are conducted once every four months, three times a year. Elections will be held three days before the start of the new term. After three days, the person with the largest majority of votes will be sworn into the elected position. No member-nation may run for more then one position during elections. S2: Member-nations who have willfully placed the alliance in harms way, disregarded the Code of Conduct, and/or unlawfully attacked another nation, may be expelled from the alliance, and barred from re-entry at the discretion of the Secretary of the Interior with approval from the Head of State. S3: Foreign Advisers; The Head of State may appoint trusted Allied Representative to the title of Foreign Adviser. A Foreign Adviser may be granted access to non-sensitive places of the forum in order to help organize, or advise the Government. S4: This Charter may only be amended if the Government comes to a unanimous (4/4) agreement. Signed: DrakeZ07, Head of State. Dracodark, Sec. of the Interior. Sandl3r, Sec. of State. What self-respecting alliance wouldn't post a DoE without giving due recognition to those people on the outside who may have contributed an alliance with their skills, or knowledge? The Rainbow Federation would like to give three very helpful people our highest award for non-members! - The Foreign Diplomacy Ribbon is thus awarded to bud of Valhalla for helping us gain protection with them. - The Foreign Diplomacy Ribbon is thus awarded to; Seipher Caim of Valhalla for his work and creation of our Flag, and our graphics needs. - The Foreign Diplomacy Ribbon is thus awarded to; TailsK of Epicurean for volunteering to review our Charter and DoE draft, and giving valued input resulting in a totally awesome thread! The "ACROSS THE RAINBOW BRIDGE TO VALHALLA" Protectorate treaty Preamble In the interest of friendship, protection, and guidance VÅLHÅLLÅ is extending its hand to the Rainbow Federation (RF) and both agree to the following protectorate agreement. Both parties shall honor and help each other grow. Article I: Sovereignty VÅLHÅLLÅ will not diminish or infringe upon the sovereignty of RF. VÅLHÅLLÅ and RF recognize each other as sovereign and separate alliances. Article II: Peace and Respect VÅLHÅLLÅ and RF will coexist in a state of peace. Neither alliance will attack the other militarily or verbally. Both alliances will remain respectful towards each other at all times and any differences will be handled via private discussion. Article III: Protection and Defense An attack on RF will be considered an attack on VÅLHÅLLÅ, and will be met with all available strength in defense. If the attack is found to be provoked by RF through political faux-pas, insults, flaming, trolling, spying or just general asshattery etc, VÅLHÅLLÅ although still reserving the right to defend RF is under no obligation to. Should VÅLHÅLLÅ find itself engaged in war, RF has the right, but not the obligation, to assist in any way possible, including but not limited to financial and military support. Article IV: Aggression and Treaty Signing RF agrees to alert VÅLHÅLLÅ if they have decided to go on the offensive towards another alliance at least 48 hours before doing so. RF will never declare war on another alliance without first discussing it with VÅLHÅLLÅ leadership. RF will discuss and get permission from VÅLHÅLLÅ before signing any treaty with another alliance, any failure to do so can be used as ground to terminate this protectorate. Article V: Cancellation Both parties agree to give each other 48 hour notice before canceling this treaty, during which all articles will be upheld. Any acts of asshattery can result in this treaty to be canceled immediately upon notification. Article VI: Timeline Upon the growth of the friendship of the two alliances, this treaty is enacted for 30 days after which time it shall be reviewed. If upon review both parties wish to continue this agreement it shall come up for review every 60 days or until one of the signatories decides to cancel this pact. Meanwhile, a possible upgrade can be done at any given period of time. Should either party decide it is not in their interests to retain this treaty, it may at any time by canceled as per Article V and VI. Violations of this agreement are grounds for dissolution of this agreement without prior notice. If they're cool with it though, then its clearly not a huge issue, I'm just generally opposed to protectorate treaties that require permission to be granted before implementing ones own foreign policy.
