As a European nation, USSE would like to note that we are interested in re-establishing membership in the European Community. We would also note that neither the sovereignty of Muscovy or Alvonia was violated, they had provided a few divisions of protection and it is no longer required in Uberstein/Eurasia.

There is currently a move to rename Eurasia back to Uberstein, based on popular opinion back home (Union of Soviet Socialist Uberstein or something similar). This will be determined by popular referendum. We also note that two prior Ubersteinian members of government will continue to hold administrative positions in the new government and provide continuity.

We ask for the patience and understanding of all European Nations during this time of reestablishment of the Uberstein government.

"The Republic of Italy will not support any bid of membership for the USSE as it is not considered a sovereign nation in the eyes of the Italian government. We support Alvonia and Muscovy in their endeavor."

The Empire of New Babylon will not support any membership from the USSE. Like Italy, we pledge our support to our allies Alvonia and Muscovy. This pledge of support includes military support considering the state of war between Ukraine and the Empire at this moment in time.

All Security members have full permission to use Alvonian rail and road lines, as well as air and sea ports, for the purposes of transporting troops and supplies to the front.

France has come to the table with a new issue regarding Expansionism by Babylon. Rampant expansionism by the state in question has thusfar been entirely unaddressed and ignored by the European Community, but it is a genuine concern of those both within and outside of the organization, and it deserves to be spoken about in the most serious of terms. It is the opinion of France that Babylon should cease their conquest of unaligned territories post haste, else risk upsetting the delicate balance of power within Europe and elsewhere.

 

In addition, the European Community has thusfar been silent about the war between Babylon and another former European Community member, Ukraine. It has come to France's attention that Babylon not only launched preemptive strikes against a fellow member, but are now moving to occupy the former territory of the state in question. What has the Community to say about this?

The Baltic Union would support a joint-EuroCom protectorate in the territories of the Ukraine and Crimea. As for the actions of various members, our foreign office is still recuperating from the attempted coup, and thus is in no position to analyze the situation.

We currently have no position on Babylon's expansion into Crimea and Europe. Could Babylon explain the current situation in the area, as well as its motives and goals for its actions? We don't inherently find any fault with such actions as France suggests, and believe that the situation should first be adequately understood. 

 

While we did find Babylon's preemptive actions against Ukraine to go against the Charter, we note that Ukraine then proceeded to initiate a war with Muscovy and Alvonia before its collapse. That being said, we do wish for Babylon to explain its actions. Violations of the charter are unacceptable and risk the peace that has largely taken hold over Europe. We also echo calls from Muscovy to amend the charter to include a mechanism to kick-out nations should future violations occur from any member, as no such clause currently exists.

Given the Ukrainians were attempting to quash the aspirations of freedom within the hearts of the Polish peoples and the Babylonians were part of the reason that attempt was quashed, the Polish government is willing to extend the Babylonians the benefit of the doubt in this matter.

While Hungary-Slovakia is currently trying to establish our nation to be as neutral as possible within the international community, cannot help but be alarmed by Babylon's expansionism, as Ukraine is a neighboring country.

 

How can we be sure that Hungary-Slovakia is not next, or that our friends in Belarus are not next?

 

With that being said, Hungary-Slovakia is in support of Ukraine and Crimea being made an EuroCom protectorate.

Crimea is not to become a Eurocom protectorate. At this time, Imperial Forces are stabilizing the region before deciding its fate. We will be clear however, that the Crimea will either become an Imperial autonomous territory, or it will be placed under the Russian protectorate shield that includes Ukraine proper. As for our expansion elsewhere, the Arabian addition was a case of securing our borders and restoring order to a region plagued by conflict since the fall of the Red Sea Republic and the nuclear explosions which destroyed most of the infrastructure. What the Empire does in its own backyard is no concern of this organization, it could of course be worse as we could also launch a hypocritial attack on another nation based on its colonial exploits such as France to use an example.

 

Secondly, our actions against Ukraine were of a direct result following Ukranian aggression against the EC Security Partnership nations of Alvonia and Muscovy. We took pre-emptive action whilst fulfilled our obligation under the mutual defence clause with the aim of removing Ukraines ability to wage war against its neighbors which is why our military campaign targeted its military facilities. The Imperial Directory of War is more than happy to share its combat reports with this council to verify this truth. Our military assets already in the Black Sea on blockade duty were simply in range, as were our land based assets in Anatolia.

 

The fears of Hungary are unsubstantiated and irrational. We have stated several times now, even after Hungary declared war on the Empire, also a breach of this charter we might add which was overlooked, that we have no intention of pursuing hostilities against Hungary. The distances involved, the nations that would be ranged against us would make any ulterior motive moot in the face of a united Europe. That is simply from a logical point of view. Likewise with Belarus.

 

As for the statement of blatant expansionalism, we have made no effort to hide our movements, in fact I can direct you to several news articles outlining the processes and stability that we are bringing to the regions we are governing. As such, the Empire believes any discussion regarding Imperial Domestic Policy, is not a topic for discussion outside of our own Government. As for our foreign policy we have been quite open about it. We have no agendas against the European Community and have been committed to it since its foundation. We admit we breached one charters articles to uphold another which took priority in our view and that will remain the case so long as this organization does nothing to curb the belligerant and aggressive nations it accepts. As that may cause conflict within this organization, we also support the motion to have the ability to remove a member state pending actions that are serious enough to need such a response. Likewise, in conjunction to this, we propose any states must pass a probationary period before full membership to ensure we know that they are not run my maniacs, terrorists and to simply put it, idiots.

 

We cherish our relationship with Europe and would not like to see this organization looking on the Empire through rose tinted, revisionist history glasses. Turning a state which was proven right in upholding its blockade, even though Ukraine launched its attack on the Polish protectorate during a peace video conference with the Empire with the aim of restoring normality and ending the blockade, into some sort of boogyman is counter productive to the peace and stability of the region, creates tensions that need not exist based on the fact that we responded immediately to a direct attack on our allies and eliminated that threat with minimal to zero loss of civilian life should be applauded, not lambasted as aggressive and negative.

 

With that I feel there is no further need for the Empire to explain itself like a scolded child, but for the benefit of what is clearly several troubled nations the Empire is willing to answer questions regarding any worries that might exist in order to restore the status quo and assure the European Community that we are not the monster under the bed that many seem to believe we are.

 

As a side note for any members who did not get the invite forwarded to embassies or simply didn't see it, the Empire is hosting a conference on weapons of mass destruction and the proliferation of nuclear weapons to be followed by a ball. It begins tomorrow and will last a few days so feel free to come along.

France has several proposals to curb the problem from here on out, regardless of the veracity of Babylon's claim:

 

  • First, that all European Community members consult their allies before engaging in Any expansionist effort.
  • Second, that if Any nation in the European Community collapses that its area become a protectorate of the Organization, starting with Ukraine.
  • Third, that NO expansion into Europe be tolerated by European Community members except by domestic forces creating a new government.

 

We call for a Vote on these issues to be issued Post Haste.
