It's just the fact that Xiphosis knows that most of PB/DH/C&G/DR/NPO dislike/hate him. With that many alliances against him he's still pushed back against a wall, similar to what NPO was like two years ago. He lost the political game leading up to the last war and was humiliated by it. This is just his attempt at snatching power again. He's simply gathering up alliances to throw into the meat grinder so that he and his closer allies in SF take less damage.
