No new wonders for awhile is fine with me (though I know it's easier for me to say it than for some, I still need a few months to get all the ones I want.) But what would be really cool in the short term would be to make sure that the already existing wonders are worthwhile.
Federal Aid Commission is the worst offender. It's totally useless. I think it could be fixed quite simply though - just remove the requirement that both nations have it to get an effect. As long as the sending party has it, let it take effect. As is no one that makes sense as an aid recipient is going to have it, therefore there's no point to buying it at all - it only adds to bills.
Also increasing the bonus from 50% to 100% would not be amiss - it would still be one of the last wonders most people would buy I think not overpowered.
The fallout shelters could use looking at again too, though I'd put that much lower priority as at least there is *some* potential benefit. But really, how does that work? We, what, yank a cruiser out of the water and load it into the shelter using the worlds largest crane-truck? Even if that made sense how would we get it back out after the crane truck gets nuked?
Doesnt make much sense for it to affect naval vessels at all. Maybe remove the naval effect and instead just increase the troop survival to 75%, and reduce nuclear anarchy by 2 days or more?
