Since there are different ways of calculating the top alliance, I'll give you a couple different answers:

The largest alliance membership wise has 653 members, with the the 12th largest has 300 members and the 50th having 110 members.
Nation Strength wise the largest alliance has 14.7 million NS, the 12th has 8 million, and the 50th has 2.9 million.
Score Wise the largest has 57.11, the 12th alliance has 30.25, and the 50th has 11.20.

The largest alliance's membership is 201, the 20th alliance has 26 members.
The largest NS wise is 390,794 NS, the 20th has 60k.
Score Wise, the largest has 39.7, the 20th has 6.53
[b]How different are the two servers?[/b]
Standard has a lot more politics and long term economics with wars that normally alter the political landscape once or twice every year.
Tournament has more to do with war than Standard, however there aren't a lot of 'true' political strategies involved, more opportunism based moves. Economically, there aren't a whole lot of strategies to go by since there is no foreign aid feature. Any alliance can dominate the game in Tournament Edition, they just don't stay on top for more than a round or two.
[b]If the main version does not reset, is it possible for a new alliance to join now and still be competitive and somehow catch up?[/b]
It is possible for an alliance to catch up and be competitive through economic coordination. Every alliance tends to have their strong point as far as tiers of NS go.
[b]Is the administration team fair and balanced? Even more importantly, are they active and do they care about developing the game?[/b]
Yes, they are fair and balanced. They are active, making changes where necessary; however the changes aren't so drastic as to completely alter the game in a short period.
[b]Is the game still growing, stagnating or in decline?[/b]
I would say it is stagnating. When I joined 1000 days ago there were around 35k nations, now there are 25k nations. Basically, it's had its membership drops, but has steadied out over the last year or so.
