To say NATO has done nothing for itself before some GUNners joined is only showing everyone your ignorance. GUN added roughly 500k NS to NATO's arsenal, they reached 3.5 million on their own. That said, I think the fact that NATO added approximately 100k tech since the end of the war is a more important mark. Specially when comparing with other alliances, like ODN, who despite being on the receiving end of reparations (granted I have no idea how they are distributed among CnG) only added approximatelly 20k tech - even though they report a growth of 1.5 million NS (no doubt a result of their 500k infra aquisition, go ODN!).
In terms of infra/tech efficiency, NATO is doing better than a fair share of CnG or, if we want to disregard FoB and GR, at least ODN.
This post was based on on a very rough and superficial analysis of UE's stats of the 22nd February 2010 and yesterday. I take no responsibility for any possible mistake it might have because, as I said, it was very rough and superficial
EDIT: 100k... as in 100k tech

ODN: 345,102 April 23rd, 2010
ODN: 469,794 September 7th, 2010
Increase: 124,692 Tech
Tech from members that joined over last 32 days: 4622.16
Adjustment: 120,070
Tech Increase: 34.8%
NATO: 150,515 April 23rd, 2010
NATO: 236,188 September 7th, 2010
Increase: 85,673 Tech
Tech from members that joined since GUN merger: 40,552.98
Adjustment: 45,121
Tech Increase: 29.9%
ODN Aid Slot Usage: 44.9%
NATO Aid Slot Usage: 38.8%
Granted, NATO's stats are more impressive than I originally thought (kudos by the way). However, your statement that NATO is more efficient than ODN is completely false. ODN is one of the better alliances for their size when it comes to efficiency.
Also, based on the NS of the nations that have joined NATO since the GUN merger, they have gained approximately 773,431 NS from new members, although I can't speculate whether all these members were GUN or not, so I can't really make any good observations without more information .
