Private Dražen had heard tales of the greeting and while he himself never used it, it was for the best that he start now to ensure smooth relations with the Soviets, "Greetings, Comrade," he said in turn, firmly shaking the Soviet's offered hand with a polite smile on his face, "The trip was a most excellent one, Comrade. The city looks beautiful, a powerful testament to the dedication and willpower of the Russian people if I do say so."

Private "It is not about mistrusting as we do believe Hungary-Slovakia to have the best of intentions, the Kingdom simply wishes to ensure that relations with a future Romanian nation be as smooth as possible without any undue tensions led by either Hungary-Slovakia or the Kingdom of Yugoslavia possessing territory where the majority are ethnically Romanians. That is they key here, not some form of misguided revanchism. The Kingdom does not hate its neighbor in the Romanian people, as the sole blame for what lead to the global war rests on the shoulders of a deceased person after being found wanting by an international trial lead by Alvonia. If a Romanian nation were to be founded and they asked Hungary-Slovakia for the territory that is by all rights theirs due to having significant majority in the regions that the government of Hungary-Slovakia wishes to 'reclaim', would Hungary-Slovakia acquiesce and return the territory to Romania or let the situation deteriorate to the point of leading to a war?" The areas still being attempted to be 'repatriated' into the fold into Hungary-Slovakia are still areas where Romanians are not the minority but the majority. The Kingdom has not attempted to bring any counties with Serbs or Yugoslavs into the fold nor has it started calling for annexations where we do not have a majority in, has it not? The Kingdom simply asks that the former Territory of Romania be protected, united and not annexed so as to not cause undue tensions should a new state arise and start calling for reunification of its kin." Private The trip to the capital city would be mostly uneventful but pleasant regardless Dražen Cižek thought to himself as he walked through the hallways of the Kingdom's new found embassy within the Soviet country, hopefully. As he was escorted to the most likely room where they would have the meeting, Dražen wondered how this hopefully new relationship with the Russians would impact the Kingdom and what would be in store for the two in the future as slavic countries.

  7. *dons his GM hat* It seems that a bit of elaboration needs doing and as such the GM team have described the 30 day rule as follows: A player can declare a protectorate or annex 30 days after their first IC post (Be it simply a DoE or an IC post). So on the 31st day of RP'ing, a player can start annexing or declaring protectorates.

Private "I shall have what the Emperor is having, if you will," he informed the waitress before focusing back on Emperor Wymore, "In essence, it is a unilateral defense treaty to those who supported the Kingdom in the war against its former neighbor in Romania, Emperor Wymore. You may choose to upgrade the treaty as a bilateral one, ask for it to be considered void towards the Cascadian Empire or simply recognize it as it currently stands, a unilateral defense treaty."

"To answer the concerns of both the Maltese King and the Empress, the intent of the Arbitration within the League is solely so that settlements between parties can be settled to the satisfaction of both. Due to the nature of having written both documents and having gone through the entirety of the old world documents of the Hague and Geneva conventions, things that I should have included into the League text were missing so I do offer my sincere apologies on being human. When I was writing these two documents, the Mediation of the League would have worked similarly to the Arbitration entailed within the Scales and Red Cross Convent of Valletta with a few key differences. These differences would be that League Mediation would be that mediation would come in between two League states who have a dispute that they cannot resolve with diplomacy and are at the brink of war, with a third party coming into play and being unbiased in their totality. The Third Party Mediator would be chosen by a vote of League members, and this Mediator's sole purpose would be to come to a peaceful settlement that both parties can agree with, but as we all know there is a chance of a peaceful settlement being refused by either party or a single party." "In the case of a settlement being refused by a party or both, there would be one more attempt on the League's behalf for diplomacy to be done. Another would be voted to act as Mediator, unbiased and doing their best to achieve a peaceful resolution that both parties can agree with. Should this second attempt be refused once more is where I could not commit fully, having read the arguments for or against mandatory resolutions in the old world documents of the creation for the old world United Nations. Thus, I would appreciate input from others to move forward with this document. If there are any concerns with what I said earlier, do please raise them and I will do my best to explain once more."

Private "The Kingdom is serving our ally in Greece advanced notice of our intentions of sending soldiers into the territory of former Albania, where several thousand Yugoslavian volunteers are diligently working on a highway connecting it to the Yugoslavian Autoput "Bratstvo i Jedinstvo" (Highway Brotherhood and Unity). This is in an effort to safeguard the volunteers, their workplace and current living quarters until their job is finished. Dražen Cižek stifled back a yawn, the Yugoslavian Councilor having light bags under his eyes, having worked on the documents most of the night before drinking several cups of coffee to keep himself going. He bowed to the King of Malta, the ambassador from Cascadia and his ally, the Japanese Empress, "I have a rough draft of two documents, your excellencies, a charter for the League of Nations and a rough draft for what I have dubbed the 'Scales and Red Cross Convent of Valletta'. This document uses the best of the best from the old world documents of the Hague and Geneva conventions while representing the current realities of our world," he informed the two before laying two folders on the table, opened for all to see. OOC: Treaty Texts [spoiler] League of Nations: [spoiler] League of Nations In the interest of a stable and prosperous world, the sovereign nations named in the Annex agree to come together and usher in the creation of the League of Nations, with all the benefits, privileges, requirements, and regulations outlined in this founding Covenant. Article I. Sovereignty Members shall retain their sovereignty. Members of this League hereby agree to recognize the sovereignty and territorial integrity of their fellow members and shall agree not to take any action to undermine the aforementioned sovereignty or territorial integrity, nor shall members permit their territory to be used for such a purpose. Article II. Non-Aggression Members shall agree not to undertake any act of aggression, be it overt or covert in nature, against their fellow members. Acts of aggression include, but are by no means limited to: military action, espionage, blockades and embargoes. Article III. Voluntary Defense Members shall agree to recognize that the League of Nations as an organization is not bound to defend its members from outside attacks, that power residing solely on each individual member's decision should they wish to either defend a fellow member or not, and there shall be no repercussions for not defending a fellow member. Article IV. Diplomatic Mediation Members shall agree to recognize that in the case of a dispute with a fellow member, required third-party diplomatic mediation will be brought forward to ensure that the situation does not degrade further between the members. Article V. Trade Members pledge to encourage increased trade and economic cooperation where such cooperation is possible. All shall agree to identify economic sectors in which tariffs on products from fellow members may be reduced. Members are highly encouraged, though by no means obligated, to lower trade tariffs in the aforementioned economic sectors. Article VI. Further Cooperation Members shall explore areas of further cooperation between themselves and shall reserve the right to amend this agreement (on the basis of mutual approval) to include such bilateral cooperation. Article VII. Membership Additional members may be added upon an unanimous vote of the current membership. Prospective members will only be considered upon an official sponsor from a current member or a fulfilled application filed and dated by the prospective member. Members may be removed by a three fourths vote from all members on serious grounds of going against the spirit of the League. Article VIII. Withdrawal from the League Should any member feel that this League is no longer in the best interests of their nation, they may proceed to withdraw from the League provided that the notice of the intent to withdraw the League is communicated simultaneously to the other members embassy and government. Once the notice of the intent to withdraw is received, there shall be a period of half a year (OOC: a week IRL) before the member shall be considered fully withdrawn from the League. During this period, members remain bound still to the withdrawing member by the terms of the League. Establishment of an International Independent Court of Arbitration Members of this Convent hereby agree to recognize the want and need of an independent forum where nations can go for resolutions of disputes in an international court of arbitration, accessible to all within the independent powers of the world. Article II. Voluntary Mediation of the International Court of Arbitration Members of this Convent hereby agree to recognize the voluntary mediation of the Court to be just that, Voluntary and not mandatory. All agree that members initiate the process for resolutions by their own volition, along with other members who are complete strangers to the dispute being capable of offering mediation or good offices that are not binding, with the entire membership unable to recognize one's offer of mediation or good offices as an unfriendly act. Article III. Resolutions Members of this Convent hereby agree that if there is a resolution agreed to by both aggrieved parties that it shall be considered legal and binding in the eyes of international law, and if any party calls for the functions of the mediator; the mediator themselves being capable of doing so, to an end either parties must either settle their dispute out of the Court or call for another Mediator. Article IV. Conduct of War Members of this Convent hereby agree to never kill soldiers who have surrendered, to never loot towns, to never bombard undefended towns or habitations. Inhabitants of occupied territory may not be pressed against their will to fight against their country, with collective punishment being forbidden. Article V. Treatment of Non-Combatants and Medical Personnel Members of this Convent hereby agree to define non-combatants as thus: prisoners of war, civilians or soldiers hors de combat, and to treat non-combatants humanely and to the best of their ability; forbidding outrages against their personal dignity or humiliating treatment, without being demonized and without passing sentences or executions without previous judgment pronounced by a regularly constituted court, affording all the judicial guarantees which are recognized as indispensable by civilized peoples, to ensure their protection and that they are cared for, forbidding the use of non-combatants as hostages, forbidding use of violence, murder, cruel treatments and torture against non-combatants, to treat the wounded and sick be they an enemy prisoner of war or civilian, that parties to the conflict should record the identity of the dead and wounded and transmit this information to the opposing party, to allow any impartial humanitarian organization to provide protection and relief to the wounded, sick soldiers alongside medical and religious personnel, that medical and hospital ships are forbidden from being used for military purposes but can hold any wounded, sick or shipwrecked personnel as prisoners of war. Article VI. Protected Humanitarian Symbols in War-zones Members of this Convent hereby agree that medical and religious personnel wearing the symbol of a red Crystal, Cross or Crescent at times of war are placed under the protection of all involved parties as they are performing a humanitarian service. Any willful misuse of these three symbols by any party is at risk of perfidy, which is to be considered a war crime, due to the impact of diminishing the protective value of the humanitarian symbols and undermining their efforts. Article VII. Withdrawal from the Convent Should any member feel that this Convent is no longer in the best interests of their nation, they may proceed to withdraw from the Convent provided that the notice of the intent to withdraw the Convent is communicated simultaneously to the other members embassy and government.   14. Try playing in Vanilla Europe in EU4 a few more times, I bet you that you'll come crawling for our glorious mod. That said, don't take it too personally, Rogal. We all have our parts to play in this and this is one play that certainly still has its twists and turns yet to unfold in its drama :P
  15. Dražen smiled, both at the gift that the French Empress had bestowed upon him and to see some measure of friendly happiness having bloomed between two heads of states. "I thank you for the gift, Empress Jeanne. I am most certain that my Kralj shall enjoy it," he replied with as he held onto the bottle before glancing at the Japanese counterpart, "I would be most appreciative, your majesty, if I had support in introducing the mentioned rough drafts for the entirety of the League of Nations to read over, hopefully tomorrow in the morning when we've all reconvened for the summit."
  16. The Kingdom's fleet to sail once more fully to defend the waters of the Kingdom and ensure stability within the Mediterranean! Issue 13.Y August 7th, 20XX The Kralj has announced that the fleet the Kingdom had finally put on the waters of the Adriatic to safeguard the Yugoslavian coast during the war of all wars has been improved and with more numbers. The fleet has been improved with the addition of several new commissioned ships, boosting the numbers of the fleet from its previous number of fifty-one, barely above the fifty mark and now being just below the one hundred mark, the fleet now possessing ninety-one ships in total. Several ships were decommissioned in order to make way for more numbers that accurately represents a modern navy, capable of defending the shores of the Kingdom and beyond. Several battlecruisers, battleships and corvettes were the main ones to be decommissioned but capable of being commissioned within several week's time if they were needed. This is truly a glorious time to be living within the safe bosom of the Kingdom.
  17. That would be an excellent idea. Would certainly take away and give more room for the rest, and potentially causing more 'seizures' between alliances, which is eternally amusing to see.
  18. Private "That is excellent news, Ambassador. Before we end this meeting, I'd like to raise the point of a 'Capital' for the Union. Seeing as it is just the Hellenic Republic and the Kingdom as its members currently, I wish to request that a capital be made official once Union membership has reached at least five members. At least that way, others can voice and add their input for potential cities capable of hosting the Union's headquarters."
  19. Private "The Kingdom is more than willing to discuss this matter, and we would be more than happy to fully endorse this proposal set forward by King Gregory. Private "The Kingdom is more than pleased to hear that the state of Russia still exists regardless of the difference of its current government, as such we humbly request a meeting between our two countries to discuss the movement forward of our relations, taking into consideration the debt that the Kingdom owes to the world at large. We also request if it's possible to establish an Embassy within the Federation. We hope that good relations and tidings flourish between our two great countries."   21. Private The Kralj of Yugoslavia shook his head, "No, I haven't. I was going to order any dish you can highly recommend while we discuss matters of state, Emperor Wymore," he answered as his Ambassador handed him a folder with papers within it, "First off, I want to personally hand you a copy of the treaty we all but declared one-sided when we announced our 'continuation' as it were of the Kingdom to our former comrades in arms in the global war. If you wish to sign it and make it a two-way one, feel free to do so but know that the Kingdom will repay its debt it owes to a majority of the world regardless if you do not sign, Emperor Wymore."

Dražen nodded upon her words, "Still, they did play their part in the war and the Kingdom is certainly grateful for their efforts and actions," the Councilor replied with before moving onto the topic of the document once more, "With regards to the new document, I am hopeful that the Kingdom can successfully vie for input in the rough draft or if need be, write up a rough draft on our own based on the former documents from the old world order." The Councilor let out a soft yawn before pressing onward, "Disagreements and agreements are the very basis of diplomacy, so the Kingdom is not at all surprised by such nor would we decry disagreements as Druk Yul does have some logic in their words."

The Councilor of Foreign Affairs smiled at the Empress, "It gladdens me and lifts my spirit to hear such things, your majesty, and indeed, we have been most successful in rebuilding the sections of our kingdom where war's desolate touch left its imprint on," he said in reply. "I'll admit the proceedings are amusing to see but while I prefer radically fresh and new documents, the words from Druk Yul's representative does have wisdom in them. At best, I believe that new documents using the ones from the old world order; where the USA, Russia and China vied for supremacy, as inspiration would be the best route in ensuring that the documents represent the current and accurate reality that we all live in."

Private (Between Mogar and I) Dražen Cižek would sometimes question his own sanity in his approach of things but frankly, holding to relics of documents from the old world in a time that was radically different was simply laziness of the highest order, especially after the world had gone through such a terrible global war that had ended in the way it did. Starting fresh and anew would be the way to go, for the world and for the Kingdom and it was why he approached the Empress of the Eastern Asian Imperium, being mindful of any guards if he had to respect any unmentioned lines of procedures. "Good evening, your majesty," he said before bowing deeply towards the Empress and their ally, "I hope you've had an enjoyable evening so far tonight."
