The original peace offer was to \m/ and \m/ only, why FOK and PC was included makes no sense. If grub did not do it on purpose then he should be held accountable for his actions that put his allies in jeopardy. Oh and since FARK never agreed to peace with the NSO, this is still the same war.

2 nations make an alliance. If you look at every charter they say that they will not tech raid up to XX members of an alliance. Your question is flawed, it should ask what is the minimum number of members in an alliance that makes it acceptable to tech raid them. That number is dependent on the size of the attacking alliance and is directly proportional to the amount of damage they want to take when the raid goes bad.

Since you are clarifying your tech raiding rules. What is the STA policy on when you are Tech raiding a nation and he defends himself with nukes and such? Also what if he has an alliance mate that helps defend him and attacks the attacker? Is there an alliance tech raiding policy to cover these things?

Nation: To get back in the top 5% and increase my warchest. Alliance: To become the evil overlords they once were. Bloc(If your alliance are in one): To create another mega bloc using FB as a base. Political Scene: Major war that creates a 1000+ member alliance that dominates CN. Game changes: A major change that turns the game into a real time political simulator. Another idea would be a way for many small nations to band together to defeat larger nations. IE: 10 nations could band together and be used as one combined force against a larger opponent (only large nations will protest this).
