MONACO NAVAL HEADQUARTERS

The situation was tense inside as dozens of officers frantically pored over logs and screens that displayed the world's oceans. This was Day 63 of the largest emergency in Monaco's brief history as a sovereign nation and only the people inside the building knew what was happening. Due to the secrecy and urgency involved, these men and women had spent the past two months almost locked in the headquarters trying to find the lost submarines.

The submarines weren't technically 'lost,' as their captains more than likely had a good idea where their submarines were. But the subs were lost to Monaco's naval headquarters as well as the outside world. No communication had been received from them in two months time and the situation was starting to spiral out of control. A few days of no communication could very well have been a mechanical failure, but two months of no contact from a group of five submarines smelled of something more sinister. Complicating this even further was the fact that these submarines also held a nuclear arsenal totaling 20 warheads.

These soldiers continued their efforts to locate these submarines knowing that once they were found they would have to be subdued or even possibly eliminated to stop the threat they posed.

Oblivious to all of this commotion on the surface were five submarines quietly drifting deep in the depths of the sea. But deep underwater in various oceans of the world, their treasonous plan was closing in on the final stages of a plan that would shake the world.

OOC: At this point it should be noted I've ceded control of Monaco and its assets to Keshav. I currently only RP the five rouge submarines. Thanks. IC:

Capitaine Louis-David pushed up the handlebars and raised the periscope he had been looking out of. They were just as he had predicted, sitting in the middle of the Pacific Ocean disconnected from the rest of the world. They had risen from the depths briefly for him to look out of the periscope - true, he didn't see anything but the comforting calm of the ocean, but he was a nostalgic man. He remembered when periscopes were actually used in combat to stare down the enemy, instead of using all the high-tech radars and equipment currently humming all around him. Ah the good ole' days, he mumbled as he tried to comfort himself, right before belting on order at his men to dive, dive, dive.

Fortunately, none of it would matter in a few hours. Capitaine Louis-David and the majority of the men under his command in the ballistic missile submarine were part of the Moralist Party, a radical organization with the goal of supporting the righteous while crushing the tyrannical and dishonest through whatever means necessary. Planet Bob seemed to be a constantly shifting world with nations that were often downright cruel and oppressive, even more commonly falling into a state of anarchy and lawlessness. Back in the late 1900s the world seemed so much more...civilized, and now it felt like its inhabitants has devolved into a more primitive state of being.

The Captaine wiped a tear that had been slowly flowing down his cheek before turning to the communications officer. The officer faced upwards to his captain and gave a solemn nod before putting on his headset and getting back to his job. Good, everything was in place. He glanced at his watch. Only another two hours to go.

Captaine Louis-David gave one final nod to the Janitor who had been given the privilege of firing off the nukes. In less than a second the button was pressed and 10 nuclear missiles fired from the submarine somewhere in the Pacific ocean while 10 other nuclear warheads (all 10 MT), were launched from the other submarines.

The ten missiles from Louis-David's submarine exited, each on a trajectory to Korea. Four would be aimed at the capital city while two would be sent to each of the most populous cities in the nation.

Nine missiles were launched from somewhere in the Atlantic at the Holy American Empire. Four would be aimed at the city of Foundation while the others were aimed at the most populous cities.

Finally, one last nuclear missile was launched from the Northern Atlantic at London.

It was finished.

A message would be broadcast to the nations of the world.

"The Moralist Party takes all credit for the nuclear warheads. May these nations crumble and fade, only to be forgotten by the future generations of humanity. This is Captaine Louis-David, good luck taking us alive !@#$%*es."

Their goal at this point was to evade capture.

"So you're telling me that this rogue wolf pack took twenty nukes with them and simply fired them off at multiple population centers for #!$*@ and giggles?"

The young, nervous, and sweating diplomat nodded.

"G-ddamnit!" Lavo cried, bashing his fist onto his desk. Picking up the phone he quickly got in touch with the military.

"I want these #@$^!*# dead. Use anything you need. Shalam out."

The United Federation of the East strongly condemns these attacks. We urge all nations to provide samples of their warhead material for nations who do not have this information already available and for any nation who committed or was complicit in this cowardly attack to come forward.

Further we will be supporting our allies in their efforts to rebuild.

Acadia strongly condemns these attacks. Our own nuclear program is not quite finished, and we have no naval forces able to be complicit in this attack. We will make sure that if any news reaches our shores, we will alert the world.

Official Response from Xinyan Republic, from the Patriots of Xinyan

We severely condemn this disgusting act of terrorism on our neighbour and on other nations of the world. We will do anything to aid in the capture and punishment of these cowards, and we are willing and prepared to aid our neigbour Korea, should it require it, in returning to its former capacity.

OOC for the luls right? Any respect I had for you just got blown away in the wind

Due to the recent nuclear attack on London, the damage caused by the first nuclear weapon was massive, this second nuclear weapon has undone that rebuilding process, and now we must start again.

*With London already a practical ghost city losses were low, mainly builders and radiation clean up teams. With almost all of the civilian population dead from the previous attack, the survivors had long fled the city.

The Athenian Federation strongly condemns the terrorist attacks against our English allies and the other states affected. Considering the level of the nuclear attacks we will abandon our established policy and offer samples of our cores and warheads. Likewise we will join our UFE allies in tracking down the criminals behind this.

England is again saddened, but this attack will only stiffen the spines of the Royal Navy as they join our allies in the Athenian federation and the UFE in seeking and destroying these terrorists.

Two hunter killer submarines near Spain tracked the north Atlantic launch and soon triangulated it's launch point.
Sending this information to Greek wolfpacks the two submarines immediately deployed to the area which was only one hour away. Using active sonar to detect the submarines it was only a matter of time.

There is no need, for not much damages has occurred, at least not enough for international aid.

OOC: Waiting for some ruling before I get to the damages.

Perhaps the Government of Monaco should chose its Submarine Captains more carefully. Saddened is not enough, your Submarines, your responsibility.

The Democratic People's Republic of Maine would like to know exactly how long these submarines with nuclear warheads have been missing and is wondering why Monaco only thought it was necessary to release the information they were missing after they launched 20 nuclear missiles at nations across the globe?

We are deeply saddened by these attacks and will mourn for the victims. We will not rest until the culprits have been brought to justice. These cowardly people are a disgrace to the human race.

We can dispatch 4 Type-97 Hunter Killer Submarines towards the launch site of the missiles to try and help find the missing submarines. We have two already in the western atlantic and two ready to leave our costal waters should you want our assistance.

As England holds Monaco personally responsable for these attacks, we request an investigation is launched for the following crimes.

*How several nuclear armed submarines went rogue and why.
*Why no warning was issued from Monaco notofying the world several nuclear armed submarines were AWOL.

England also requests that the men in your high command responsable for your strategic defences and submarine fleet stand trial in an English court of law for manslaughter, gross misconduct and negliegience. A courtcase will also be brought forward to decide how much monetary compensation will be required to rebuild London and clean its environment from nuclear toxins, not to mention compensate the families of the international humanitarian groups working in the city who are now without spouses and children due to the ignorance of your officers.

"We will begin our investigations shortly once our complete Naval fleet returns home so that we may conduct a full and complete investigation to see if there were any other Naval Officers part of this crime. We will not allow our officers to be tried at an English Court of Law but we would prefer if a court was set up consisting of nations affected by this tragedy as well our ally Athenian Federation."

While the Empire finds the actions of these rogue submarine captains abhorrent, the fact remains that these were, in fact, rogue elements and not sanctioned actions by Monaco. The how and why of this matter are also painfully obvious to those with even an ounce of logic. The how is that several captains and their crews decided to cut off contact with their command and do what they thought was right. As to why, we seriously cannot believe you are asking such a question. Why would Monaco, or any nation for that matter, reveal that nuclear submarines, carrying most of thier strategic aresenal, had dissapeared without a trace? Beyond the international ridicule and condemnation, they would also now be revealing to potential enemies that they were now exceptionally vulnerable.

The Empire is preparing fallout response teams throughout the nation to deal with any radioactive fallout that drifts across our lands. We support the calls for an international tribunal in regards to this matter on two conditions: 1) The death penalty is not a consideration in terms of punishment and 2) The tribunal consist of one judge each from three NEUTRAL nations. The Empire believes in a fair trial for all, no matter how heinous the crime. Having this matter judged by the countries who were attacked would not provide a fair trial, especially when their own prosecutors are presenting the case against Monaco.

The Empire also wishes to speak with Monaco concerning the Bahamas, as they have shown that they are not capable of proper governance of far away lands, and ask that the Bahamas be transferred to Imperial Protectorate Control.

The Empire is also available as a land to hold the tribunal in.

We can agree to Monaco's concession.
We also believe in a fair trial, but we shant have its terms dicated to us by an unaffected Nation across the world.
We thank you for your concern but we believe the nations involved should decide the punishment to be handed out.
