Nations in an established alliance aren't going to get attacked randomly. And I don't get the impression that the important alliances are pushing for a war right now (most of them are either sending or receiving reps and rebuilding infra and warchests after Bipolar) so there's really no need to be prepared for one to break out before you can get back in control of your nation. Yeah, the penalty for hopping in for 5 days is quite small, but it's still a penalty, it messes up your aid slots and if a war [i]does[/i] hit it massively reduces your tactical manoeuvring room.
